GENERAL INFORMATION
The purpose of the assignment is to assess and document project outcomes and insights from the PGEN interventions in a report.
The emphasis of the study will be to assess the greenpreneurs’ experience journey of Pacific Greenpreneurs Incubator and Accelerator program participants, assessing the performance of the project against the results chain. GGGI is particularly interested in understanding PGEN’s roles in stimulating changes at three levels: skills development of greenpreneurs at the individual level, growth of MSMEs at the institutional level, and potential scaling of green jobs as a sector within the local ecosystem at the systems level.
The Report should determine the short-term impact of the project across the intended project outcomes and intermediate outcomes, as well as draw comparisons to similar entrepreneurship programs where relevant. The Report should also generate key recommendations, learnings, and/or considerations for the design of future similar projects in the Pacific context.
DELIVERABLES AND PAYMENT SCHEDULE
Methodology
The consultant will employ a mixed-methods approach, with a strong focus on qualitative research methods. This will include, but not be limited to analyzing incubator and accelerator program evaluation feedback, graduate video and written testimonials from participants, grant recipient documentation, group stakeholder consultation, and potentially a small number of key informant interviews.
Deliverables
The consultant will be required to:
- Submit a brief Inception Report (up to 3 pages) outlining the preliminary findings from documents review, methodology, tools and workplan;
- Review qualitative and quantitative data provided by GGGI (including video and written testimonials, evaluation feedback, blogs from project participants, grant recipient documents, tracer survey results[1] and reports) to synthesize and capture various themes and dimensions of outcomes against the results chain. To the extent possible, the analysis will (1) focus on outcomes in respect to the participating greenpreneurs and enterprises and (2) compare across participant demographics (women and youth (aged 18-35) at a minimum).
- Conduct key informant interviews (KII) and/or focus group discussions (FGD) with a small number of greenpreneurs, project staff and stakeholders for a deeper understanding of the program’s outcomes;(2-3 per group)
- Produce a Draft Final Report: A comprehensive report (in Microsoft Word, up to 15 pages in length for main content, not inclusive of Annexes) containing the following:
- Executive summary (1 page)
- Project background & context (1 pages)
- Methodology and limitations (1 page)
- Analysis of Impact/Findings, including unintended (positive and/or negative) consequences and 2-3 case studies (9-10pages)
- Recommendations, learnings, and/or considerations for similar future projects to build on the outcomes to date (1-2 pages)
- Annexes of data collection tools, list of participants, links to data sources, and other references as needed
- Present draft report findings (in PowerPoint slides) and facilitate a virtual workshop session to incorporate the feedback of key stakeholders during the PGEN Phase 1 Project Review meeting (scheduled tentatively for 22nd or 23rd February 2024);
- Produce a Final Report incorporating the feedback gathered from the PGEN Phase 1 Project Review meeting within 14 days from the event.
Notes
- The consultant will report to the PGEN Senior Project Management Officer, with weekly updates with GGGI (via meeting or email) on the progress of deliverables and potential limitations.
- All relevant technical papers, reports, analysis, transcripts and other documents prepared from the start to the end of the assignment shall be attached as an annex to the Final Report. All outputs must be in English.
- The consultant shall submit the deliverables electronically in Microsoft Word & PowerPoint. Any Microsoft Word PowerPoint outputs must be approved by GGGI to be considered finalised.
- All of the consultant’s outputs developed and used for this assignment will be transferred to and become the property of GGGI.
Timeline
The following is the tentative timeline and payment schedule for deliverables. GGGI shall pay the consultant in 30 days upon submission of satisfactory deliverables on or before the due date specified in the deliverable details or any other date as may be agreed in writing by GGGI.

EXPERTISE REQUIRED
- A university degree (master’s degree or equivalent) in a discipline related to Monitoring, Evaluation & Learning, entrepreneurship, sustainability, economics, business or international development/cooperation;
- Minimum of 5 years relevant professional experience in one or more of the above-mentioned disciplines, with a strong preference for at least 3 years’ experience in conducting independent evaluations at impact and program levels.
- Proficiency in synthesizing qualitative data (video and written testimonials, evaluation feedback, blogs), conducting interviews, facilitating focus group discussions, and employing other relevant data collection techniques.
- Proficiency in data analysis using relevant statistical tools and qualitative analysis techniques.
- Strong analytical and report writing skills, with the ability to communicate complex findings in a clear and concise manner in English.
- Strong command of Microsoft Word, Excel and Microsoft PowerPoint software;
- Knowledge and experience in evaluation methodologies related to green entrepreneurship, small business support, social and/or environmental impact or economic development in the Pacific region is preferred.
ADMINISTRATIVE INFORMATION
Documents to be submitted
- Proposal defining the methodology, work plan, budget and at least two references (up to no more than 2 pages);
- Concise cover letter highlighting relevant experience, and confirming availability to complete deliverables by the required deadline (maximum 1 page);
- CV highlighting relevant qualifications and experience;
- 2 samples of the applicant’s previously completed similar written work.
Selection method/process
- GGGI evaluates applications based on eligibility requirements, relevance of academic study, work experience and the level of interest and motivation to contribute to GGGI’s goals. If your application is shortlisted, you will be asked to participate in a competency-based interview.
Timeline
- Please note that all deliverables must be submitted by 1st March 2024. The consultant must be available to complete the full scope of work by this date.
