The USAID Development Assistance Specialist (Health Policy) serves as an experienced professional, with strong leadership, organizational, technical, writing/editing, diplomatic, and interpersonal skills. The Specialist provides well-developed technical leadership across the full range of health technical areas for the OPHN $450 million portfolio, as well as for health-related programs in the Office of Economic Growth (EG), and the Office of Humanitarian Assistance (OHA). The Specialist demonstrates expertise in programmatic as well as clinical aspects of maternal/child health, family planning and reproductive health, infectious disease, tuberculosis (TB), nutrition, Global Health Security (GHS), pandemic prevention, and sustainable health systems strengthening. The Specialist is instrumental in the conception, design, development, negotiation, implementation, and monitoring and evaluation of critical projects which directly impact the success in achieving USAID’s goals and objectives in the health sector.
The Specialist has extensive knowledge of Bangladesh’s health sector and will be the Mission’s primary link with senior officials from the Government of Bangladesh (GoB) to implement the US$14B health sector program, as well other Development Partners (DPs), international organizations, Implementing Partners (IPs), and other stakeholders. The Specialist serves as USAID’s primary liaison with the US$50M Gavi grants, and supports coordination with the US$169 Global Fund portfolio, among other DP investments. The Specialist plays a critical advisory role within the USG Interagency and identifies new partnership opportunities within Bangladesh’s dynamic private sector, including with financial institutions, and impact investors.
The Specialist serves as a member of the OPHN leadership team and reports directly to the Office Director. The Specialist provides substantive technical and analytical input in the formulation and administration of USAID/Bangladesh’s overall population, health, and nutrition program, guides strategic cross-cutting initiatives, and serves as the Assistance or Contracting Officer’s Representative (A/COR) or Activity Manager for selected policy and advocacy efforts.
