Job Title: Child Protection and Safeguarding Officer

JOB PURPOSE

The purpose of this position is to lead the implementation of the PSS, Life skills activities for children, adolescents, and parents participating in the Peace Centre in Azraq camp with a high-quality standard aiming at improving the resilience of the Syrian refugees.

Under the direct supervision of the Child Protection Coordinator and in collaboration with other center staff, the Peace Centre Activities officer will be responsible for planning, organizing, reporting, and coaching the program’s implementation and IBVs in the Peace Centre within the timeline and the budget planned in Child Protection in Emergency for Azraq Camp Project.

MAJOR RESPONSIBILITES

  • Planning and Supervision
  • Interviewing and selecting a suitable volunteer (IBV), who will facilitate and implement PSS and Life skills programs in the Peace Centre
  • In collaboration and coordination with facilitators and the Child Protection Coordinator to design appropriate support services to meet the social, motor, and psychosocial indicators of the targeted beneficiaries.
  • Manage & Supervise Centre Facilitators and ensure that all activities with children, adolescents, and parents in Peace Centre are implemented and monitored appropriately and supervised the progress of the work periodically.
  • Providing technical support to facilitators to solve any problems raised in the Peace centre activities.
  • Encourage and ensure the participation of all groups of the peace centre beneficiaries (Children & Parents) and responsibility for the proper design and monitoring of Regular work plan, and attendance of children.
  • Ensure all activities and outputs are obtained on time, as outlined in the program timeline; keep track of timelines, outstanding tasks, and upcoming activities.
  • He/ She actively contributes to the contextualization of the curricula used for PC activities by fostering a reflection and learning approach through strong experience and knowledge of Syrian culture and camp situation.
  • Technically supporting Facilitators in working with children to develop new, creative activities as appropriate to their development and psychosocial needs.
  • Establishing a development technique with facilitators.
  • Provide feedback on the ongoing activities and propose amendments as needed and way forward to challenges faced.
  • He/ She actively contributes to the contextualization of the curricula used for PC activities by fostering a reflection and learning approach through strong experience and knowledge of Syrian culture and camp situation.
  • Preparing a monthly plan of activities (Remote response & face to face activities).
  • He/ She Is responsible for the proper design and monitoring of Regular work plans, and the attendance of children.
  • Follow up of equipment and identification /follow-up of vulnerable children within the Peace Centre.
  • Ensures that safeguarding standards are understood by facilitators and beneficiaries and met within Peace Centre Intervention.
  • Follow up on the case management cases and make sure they are done following the guideline and according to standards.
  • Make sure the reporting on case management is always on time and the MOV’s are kept well on a filed level.
  • Participate in the CPHA ADAPT and be the filed focal point for the data collection with the CPHA Specialist.
  • Follow up on any new trends that might be happening in the filed or new types of abuse that might be surfacing, and reporting them to the project manager and the Protection technical advisor.
  • Provide technical input in the new proposals and project design togather with the project manager and the technical advisoirs.
  • Monitoring and Reporting:
  • Monitor the implementation of Peace centre activities.
  • Ensure those project activities develop and are implemented in line with policies, and procedures, including donors’ requirements, and rules and guidelines.
  • Responsible for the oversight of the Peace centre activities in Azraq Camp, ensuring that activities are monitored and delivered to a high quality by the facilitators.
  • Providing a weekly implementation update to the CP Coordinator reflecting the Progress, challenges, and achievements.
  • Regular matching check and follow-up with facilitators in regard to ensuring the accuracy of data collected as (Daily children attendance, a reflection of attendance on Hardcopy format, delivering attendance and absence to outreach IBVs).
  • Ensure adequate documentation of daily activities, including schedules, lesson plans, and attendance records for activities are received from partner organizations.
  • Ensure the collection and consistency of qualitative and quantitative data for submission to Project assistant staff members and the CP Coordinator.
  • Ensure members of the Child Protection Teams abide by the Code of Conduct, confidentiality, humanitarian principles, and international/organizational codes of practice.
  • Prepare regular and timely updates and reports describing activities, indicators and lessons learned and ensure timely submission on the deadlines agreed.
  • He/she should Screen for and monitors protection needs and gaps inside the Peace Centre.
  • Ensures that safeguarding standards are understood by Facilitators and beneficiaries and met within Peace Centre Intervention.
  • Traine, develop and adapt material as fits and following donor agreemts.
  • Represent WV in dononrs filed visits and share program updates with them.
  • Represent WV in all cluster and working groups in the camp and provide update to all active partners about our projetcs and activites.
  • Provide high level input in monthly, semi annual and annual reports.
  • Capacity building and training:
  • Identification of capacity needs of the facilitators and develop training materials and documentation required to deliver program goals.
  • Implementing appropriate training for the facilitators to raise their capacities on setting up and managing a Child-Friendly Space, child rights, child participation, and child protection (including the Child Protection Policy).
  • Work closely with facilitators and provide ongoing support, and mentoring.
  • Supporting conducting Child Protection Induction sessions for new staff & IBVs within other projects.
  • Train selected staff on the CPHA ADAPT tool and provide input in the tool it self.
  • Partnership and coordination:
  • Contributing to the establishment of the community-based child protection Committees.
  • Participate in Child protection meetings in Azraq camp, and report achievements and updating.
  • Organize and lead weekly meetings with Peace Centre on the progress of implementation with Facilitators.
  • Assist Community Mobilization Officer to develop CBCPC action plans following the issues affecting children in their communities through the Peace Centre.
  • Ensure that Peace Centre promotes linkages with the CBCPC and other community and youth groups through implementing joint initiatives and activities.
  • Participating with CP partners in conducting assessments, studies & Surveys within the camp situation.
  • He/she should Screen for and monitors protection needs and gaps inside the Peace Centre.
  • Coordinate with other NGOs and Community police in Azraq camp to build partnerships to implement PSS activities, campaigns, and community initiatives, especially with adolescents in IMPACT+.
  • Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
  • Support on preparing surveys and campaigns responding to the CP, and SGBV gaps.

Child and Adult Safeguarding

Ensuring that all WVSR employees and IBV’s know their responsibilities in promoting the safety and well-being of all children, adults, clients, and beneficiaries in WVSRs operational area in Azraq Camp.

– Supporting to create a conducive environment for reporting of safeguarding incidents by staff, volunteers, partners, other affiliates, and members of project communities.

– Investigating safeguarding concerns, ensuring appropriate action is taken to protect children and beneficiaries, and ensuring that safeguarding concerns are reported and recorded per organizational policies and procedures.

– Work with the Protection Technical Adviser and the CPHA Specialist to ensure the Annual Safeguarding report submission and timely action planning.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Bachelor’s degree in a social development related field, (Education, psychology, sociology, specialized education, or social animation).
  • 4-5 years of experience working with children, adolescents, and parents;

Required Education, training, license, registration, and certification..

  • Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Community, and Family Support as well as Child Protection Minimum standards.
  • Interest in areas of child protection and/or education; background in dealing with children & young people.
  • Must be computer literate, with knowledge and hands-on skills with email and in MS Office Word and Excel. Experience with PowerPoint and Project Management software is an asset.

Preferred Knowledge and Qualifications

Experience in Community Centre implementation is an added advantage

Travel and/or Work Environment Requirement

Daily travel to Azraq Camp
