The (Associate/Senior) Project Officer will lead or support portfolio management, project administration, budget preparation/monitoring, project processing activities related to loans and TA projects, and knowledge management. The incumbent will be assigned to projects, knowledge work, budget management, or other activities to cover assigned geographies within the sector or different practice areas, subject to the skills, experience, career preference and goal of the staff, and business needs of the HSD. The incumbent may also be asked to support HSD wide operations monitoring and quality assurance. The (Associate/Senior) Project Officer will report to Senior Sector Director or Director, SG-HSD and/or a designated International Staff (IS) and senior National Staff. The incumbent may supervise Administrative Staff.
Responsibilities:
  • Leads in portfolio management by: (i) developing and maintaining database of key performance indicators and project administration issues and actions; (ii) preparing consolidated and analytical portfolio management reports; (iii) ensuring that necessary actions are being taken by the concerned international and administrative staff without delay; and (iv) providing any stop gap support as necessary.
  • Analyzes the team’s human and social development sector portfolio performance, project administration workload, and provides guidance to other members of the team. Closely coordinates with the project administration teams across the sector office.
  • Leads and contributes to the analysis and review of mission reports and aide memoires, progress reports, and other available project performance indexes on a regular basis and ensures quality, conducting special loan/TA review missions, and preparing country portfolio review missions and tripartite portfolio review meetings. Contributes in addressing project administration red flags for timely corrective actions.
  • Monitors and reviews the accuracy and consistency of data to ensure the quality of individual Project Performance Report (PPR), monitors and analyzes the division’s projection and performance on contract awards/disbursement, project completion report/technical assistance completion report programs, and makes recommendations to achieve targets, when necessary.
  • Prepares portfolio analysis reports in Excel and presentation format for effective communication both internally and externally.
  • Reviews and clears loan/grant/TA processing and administration documents that are to be endorsed and approved by the designated IS and Director, following established quality assurance guidelines and relevant policies.
  • Coordinates and provides inputs and feedback to HSD Sector Office and Sector Group initiatives in project administration, reflecting the operational issues and experience from the team and executing agencies (EAs)/implementing agencies (IAs) to ensure system improvement leads to more efficient portfolio outcomes.
  • Ensures compliance with the checklist on use of no objection procedure for loan, grants, guarantees, multitranche financing facility, policy-based lending, results-based lending, or any other newly introduced instrument’s quality.
  • Takes on project administration tasks for assigned loans and TAs, and supports project administration of loans/TA projects, especially in procurement and other project administration actions, and provides guidance to EAs on ADB’s procurement guidelines and policies.
  • Participates in project inception, review, mid-term review, special loan administration missions, and project completion review missions, as required.
  • Provides guidance to project processing staff in the preparation of project processing reports, RRPs, and linked documents.
  • Provides guidance and support in project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans.
  • Coordinates preparation of annual portfolio management program (i.e., consolidates and prioritizes required project supervision missions), assesses resource implications, and monitors achievement of program.
  • Working closely with the Director, provides support in the preparation of work program and budget resource requirements, based on the Three-Year Rolling Work Program and Budget Framework and its related annual/mid-year budget estimates; monitors budget utilization; monitors progress and issues in budget utilization for efficient and effective resource use and ensures that deviations are properly accounted for and justified.
  • When assigned, supports HSD wide operations monitoring and reporting by monitoring loans and TA pipeline and processing, coordinating and monitoring budget across teams. Works closely with the Senior Sector Director and her office, contributes to quality assurance of HSD operations documents.
  • Mentors and supports administrative staff.
  • Performs other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications:
Relevant Experience & Requirements:
  • Bachelor’s degree in finance, business administration, public administration, community development, education, public health, or related disciplines, preferably with advanced training;
  • At least 6 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
  • Familiar with good industry practices and guidelines within area of expertise
  • Strong analytical, interpersonal, and cross-cultural skills
  • Sound understanding of ADB or similar multilateral development bank’s procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Excellent oral and written communication skills in English
  • Proficiency with computer-based applications.
