Purpose:
DT Global is seeking a Chief of Party for a global USAID-funded project: Civic DEFENDERS (Digital Freedom Enabling Networks to Defend Rights and Security). This global activity will be a global program that supports local civil society, independent media, and human rights defenders to better prevent, mitigate, and respond to digital repression in their own contexts, particularly in closed and closing spaces. Civic DEFENDERS will focus on building long-term, local resilience among civil society and independent media through a networked approach involving global, regional, and local actors. The activity will likely provide technical assistance on digital security, digital governance advocacy and engagement, and censorship circumvention and anonymity tools.
Position Summary:
The Chief of Party will be responsible for overall strategic and operational coordination of program activities. S/he should have a comprehensive understanding of issues related to managing a sub-award/sub-contract program that serves partners in developing countries supported by U.S. Government funding; strong management experience, problem solving and interpersonal skills, and experience in budgeting and financial management. S/he will also have experience in interacting with U.S. Government agencies, other donors, and partners.
The COP will report to DT Global’s headquarters-based Director of Governance, and will directly oversee the Deputy Chief of Party (DCOP) – Technical and DCOP-Operations, as well as the Monitoring, Evaluation, and Research Lead. This position will be based in Washington, DC and is only open to individuals with a legal right to work in the United States. Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to USAID approval.
Responsibilities:
- Overall leadership, project planning and implementation, and ensuring timely and high-quality expertise and deliverables for USAID.
- Serve as the primary point of contact to USAID and contribute to successful, positive relationship with the client and other key stakeholders, including Mission Directors.
- Provide central management and oversight of regional program interventions, working collaboratively and often with headquarters and regional project managers, technical officers, as well as meet and consult regularly with the COR.
- Lead all planning and implementation of activities across the contract, coordinating closely with the Deputy COP (DCOP) – Technical and DCOP – Operations to ensure consistent, quality interventions across multiple regional sub-programs.
- Provide management, strategic direction, and oversight to the activity’s technical, administrative, and financial performance.
- Ensure quality assurance and quality control methods in a consistent and transparent manner for all contracted tasks and functions.
Minimum Requirements:
- Graduate degree in a field relevant to governance, international affairs, public policy, or a related field. In circumstances where a candidate possesses exceptional relevant experience but lacks a graduate or relevant degree, exceptional relevant post-education experience will be considered.
- 15 years of experience managing, designing, and/or implementing projects related to civil society strengthening, media freedom, freedom of expression, digital literacy, governance, and/or capacity building programs with a US Government or donor agencies.
- 10 years of progressively responsible supervisory work experience, including direct supervision of professional and support staff.
- Minimum of 5 years of field experience working in closed, conflict-sensitive and fragile contexts.
- Previous experience leading DC-based development projects required; experience managing global programs preferred.
- Experience managing complex teams and assignments and substantive experience managing and supporting large, complex multi-million dollar USAID programs.
- Strong interpersonal, supervision, and written/oral communication skills.
- Excellent verbal and written communication skills in English. Regional languages (Arabic, Spanish, Russian) are preferred but not a must.
