RTI’s Air Quality Engineering Group includes more than 30 scientists and engineers supporting federal programs under the Clean Air Act (CAA) and supporting state programs for air toxics. For over 40 years, we have supported development of national technology-based standards for both criteria pollutants and hazardous air pollutants. We have also supported the Greenhouse Gas Reporting Program (GHGRP, 40 CFR Part 98) since its inception, and we are currently supporting implementation of legislative mandates for the GHGRP under the Inflation Reduction Act (IRA). Additionally, in 2023, RTI won a significant contract supporting competitive EPA grants to the states, localities, Native American tribes, and territories with the best plans for reducing air pollution and addressing disproportionate impacts in disadvantaged communities. These congressionally mandated formula and competitive grant programs will provide selected tribal, local, territorial, and state authorities with $4.6 billion to develop and implement plans for reducing greenhouse gas (GHG) emissions and associated criteria and toxic air pollutants.

We are currently seeking highly motivated senior engineers and scientists (with experience in tribal, territorial, local, state, or federal air pollution control programs) to support these congressionally mandated regulatory programs and grant programs being implemented by the EPA in all states and U.S. Territories and in the sovereign tribal nations located within the boundaries of the United States.

Job Description
The successful candidate will provide technical support for government clients including the U.S. EPA’s Sectors, Policies, and Programs Division (SPPD), Climate Change Division (CCD), Office of Air and Radiation (OAR) Headquarters, and EPA Regional Offices. Primary duties will include supporting the EPA’s mission by preparing air emissions inventories, analyzing data, evaluating pollution control options, estimating costs, writing technical reports, and providing technical support for air quality grant programs. Assignments will directly support developing and amending air quality regulations under CAA sections 111 and 112 (NSPS and NESHAP), implementation of the GHGRP, and implementation of the EPA’s competitive grant programs for reducing air pollution.

This position requires technical expertise with major-emitting sectors, the ability to quickly integrate into technical teams, the ability to lead projects, manage small teams, and interface with government clients. Providing support for the EPA’s mission requires organizing multiple concurrent projects at different stages and deploying effective leadership, communication, collaboration, and teaming skills to achieve statutory objectives.

Successful candidates will have the flexibility to work in-person at RTI’s campus in North Carolina, at one of RTI’s regional offices, or as a full-time or part-time teleworker.
Responsibilities

• Primary responsibilities of this position include leading complex projects with a value of $400k or greater, managing project budgets, leading project teams, directing and mentoring junior level staff, managing client relations, and supporting or leading proposal efforts.

• Primary technical responsibilities include preparing emission inventories, analyzing emissions test data, developing emissions standards, evaluating pollution control options, estimating costs, supporting the development of federal regulations and rule packages, and writing technical reports.

• Develop emissions inventories for criteria pollutants, hazardous air pollutants, and greenhouse gases. Compile emissions data as needed into a format compatible with the client’s needs.

• Evaluate emissions and operational data from industrial sources to support development of NSPS standards, NESHAP standards, and work practice standards.

• Identify and evaluate options for reducing criteria, HAP, and GHG emissions from industrial sources.

• Evaluate compliance with domestic environmental regulations.

• Assess performance and costs of air pollution control equipment and emissions monitoring methods.

• Direct and oversee information gathering; review technical data and develop or review summaries of technical data and analyses, including technical memoranda.

• Communicate with project teams of subcontractors, engineers, and technicians.

• Abide by all environmental, safety, and health guidelines.

Qualifications

• BS (or higher) in Chemical or Environmental Engineering or other technical discipline (i.e., a related engineering or science degree) or 12 years of relevant experience.

• Bachelor’s Degree and 12 years of experience, Master’s Degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience, and 8 years minimum project management experience.

• Federal grant program experience highly sought, particularly for air quality-related grants.

• Experience with permitting, air emissions inventories, GHG Reporting Program, NSPS, or NESHAP preferred.

• Experience in one or more of the following GHG emissions sectors: electric power, transportation, industry, residential and commercial buildings, waste and materials management, agriculture/natural and working lands.

• Ability to handle the stress associated in meeting frequent, multiple, and tight deadlines.

• Demonstrated ability to communicate well with others and within a team environment.

• Demonstrated technical writing ability.

• Flexibility to work collaboratively as part of a project team.

• Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.

• Cover letter summarizing your relevant experience to this position and areas of interest within the environmental management field is required. If you have experience with grant management, please highlight that experience.

• Professional Engineering license preferred but not required.
