Globally, 840 million people live more than 2 kilometers from all-weather roads, 1 billion people lack electricity, and 4 billion people lack Internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. The INF Vice Presidential Unit (VPU) currently consists of four global practices (GPs): Energy & Extractives (EEX), Transport, Digital Development (DD), and Infrastructure Finance, PPPs and Guarantees (IPG).
The DD Global Practice plays a critical role in enabling the achievements of the World Bank’s mission of “ending poverty on a livable planet” and the Sustainable Development Goals. Digital technologies are transforming firms, governments, and people’s lives; and with the digital economy growing at a rate significantly higher than that of the global economy, it offers emerging economies a unique opportunity to leapfrog traditional paths for development through digital solutions. Collaborating across technical, geographic and institutional boundaries, the DD GP helps designing and delivering digitally-enhanced solutions aimed at harnessing the full potential of digital transformation. This requires decisive policy action to mobilize private investment, promote competition in digital markets and support the rollout of infrastructure in commercially unviable areas. It also entails working with client countries to develop digital platforms, strengthen data protection against privacy and cybersecurity risks, and leverage the potential of digital technologies to enhance environmental sustainability.
To support the achievement of its objectives, the Global Practice leverages the following two primary partnerships instruments:
• The Digital Development Partnership 2.0 (or DDP 2.0) is an Umbrella Multi-Donor Trust Fund (MDTF) hosted by the DD GP and gathering the World Bank and development partners to advance digital transformation in low and middle-income countries by building strong digital foundations and accelerators, facilitating use digital cases for the digital economy to thrive. The day-to-day management of the MDTF is handled by a Secretariat headed by a Program Manager.
• The Identification for Development (ID4D) and digitalizing Government-to-Person Payments (G2Px) MDTFs. Respectively, ID4D and G2Px provide technical assistance, research and analytics, and global convening to build safe and inclusive identification (ID) and civil registration systems and enhance government transfers through digital platforms. Both Initiatives are cross-sectoral, and work across over 10 Global Practices and units within the World Bank Group (WBG), supported through a Secretariat in the DD Global Practice.
The selected candidate will have a dual reporting line to the ID4D/GP2X and DDP Program Managers.
About the Position
Effective strategic communications are critical for the success of these programs and MDTFs. In this context, the DD Global Practice seeks to hire a senior communications professional with strong strategic, marketing, and branding skills to support the ID4D/GP2X and DDP programs. The primary responsibility of the selected candidate will be to strengthen the visibility of the MDTFs and promote their results with internal and external audiences.
Duties and Responsibilities
● Plan, develop and implement communications and outreach strategies to promote effective brand development, dissemination, and visibility with external and internal audiences.
● Supervise contractors to deliver high quality publications, media, and other communications products, including editors, designers, and other content creators.
● Develop, produce, and disseminate both routine and ad-hoc communication materials such as briefings, brochures, factsheets, infographics, briefing notes, newsletters, social media posts, videos and other online media content.
● Develop and manage content and design of external websites and internal intranet sites to disseminate knowledge and improve program visibility.
● Track impact of communications using web analytics, user surveys, and other tools.
● Ensure that communications products meet WBG standards and guidelines, including purposeful structure, clarity of ideas, as well as a logical and persuasive presentation of content.
● Lead event and conference planning, branding, and communication.
● Liaise with external partners communications professionals to coordinate activities and messaging.
● Liaise with the INF communications teams and other World Bank communications colleagues to ensure messaging and timing are in sync with the broader editorial calendar of the WBG.
● Perform other ad-hoc tasks as needed.
Selection Criteria
● A Masters degree (Communications, Journalism, International Relations/Public Affairs, or a related field) and a minimum of 8 years of relevant experience in developing and implementing communications and marketing strategies in high pressure environments; or equivalent combination of education and experience.
● Outstanding knowledge in the field of strategic communications, and ability to address a range of issues related to a business group. Experience in managing communications for a Bank TF is preferred.
● Solid understanding of global development topics and experience in external communications on development issues and engaging with external stakeholders operating in this arena.
● Ability to synthesize complicated data and findings into powerful content and visualizations.
● Demonstrated in-depth understanding of target audience, highly effective writing style, and expertise in high-impact messaging.
● Demonstrated ability to communicate effectively with internal and external partners, based on understanding their communication needs.
● Strong branding and data visualization skills; proficiency in graphic design software, including Adobe Creative Suite and Adobe InDesign specifically.
● Demonstrated experience and advanced user skills in Microsoft Office applications, specifically Word, PowerPoint, and SharePoint; email marketing platforms such as MailChip; virtual meetings software including Webex, Teams, and Zoom; and website development and analytics tools, including HTML, Google Analytics, and Drupal or similar.
● Strong organizational skills, highly systematic and proactive with keen attention to detail and capacity to manage multiple tasks in parallel.
● A commitment to teamwork and demonstrated willingness to provide help and support when others are in need.
