The purpose of this Task Order, “Infrastructure Field Support II (IFS),” under the Architect and Engineering III Indefinite Delivery Indefinite Quality vehicle is to support the Center for Environment, Energy, and Infrastructure in providing engineering technical assistance to USAID Headquarters personnel in Washington, DC, field missions, and other operating units for short-term assignments in support of USAID’s infrastructure, engineering, and construction portfolio.
USAID’s ongoing infrastructure portfolio is valued at over $1 billion, with the vast majority of work completed at its field missions. Infrastructure cuts across many sectors and includes vertical structures for health and education, water and sanitation, irrigation and water management, and roads and telecommunications. The diversity and cross-cutting nature of the portfolio can lead to trade-offs that leave gaps and potentially expose USAID to increased risks.
Under this activity, the contractor will provide technical support for all phases of an infrastructure project lifecycle, from inception to turnover. The contractor will work with USAID, either in Washington, DC, or through collaboration with field missions, host country counterparts, and/or implementing partners. Additionally, the contractor must have the capability to provide rapid response engineering services in post-disaster or post-conflict situations.
Green Powered Technology is seeking a Deputy Chief of Party (DCOP), who will report to the Chief of Party (COP) and will support the COP on all technical matters under the Task Order. The DCOP will supervise and oversee all technical work completed under the Task Order. The DCOP is responsible for ensuring adherence to quality control on all Work Assignments.
Qualifications:
- Bachelor’s degree in civil, architectural, or construction engineering, or a related engineering or technical degree.
- Professional Engineer (PE) license valid in the United States.
- Minimum of 10 years’ demonstrated experience in engineering planning and design, construction, and operation and maintenance.
- Minimum of 5 years’ experience managing engineering or construction projects, preferably with 2 years working in quality assurance and quality control.
