Result of Service
Under overall supervision of UNEP programme officer, the consultant will deliver the following:

Product No. 1
1st draft of ‘Gender responsive Biennial Transparency Reports Toolkit’.
The publication will include sections such as (but not limited to):
a. The outcome of the desk review of relevant publications and reports. The review should include publications on climate change transparency and gender mainstreaming in climate change activities.
b. As regards the knowledge material to be included in the toolkit, the contractor will use the Modalities, Procedures and Guidelines (MPGs) for Transparency framework and the requirements of the Biennial Transparency Reports (BTRs).
c. The consultant will also use the “Gender responsive National Communications Toolkit” as a basis for its work and the experiences learned from its application.
d. The results of the surveys, interviews and desk review mentioned above, including the challenges and opportunities in the applications of the previous toolkits as well as lessons learned.

Product No. 2
• Final version of the ‘Gender responsive National Communications and Biennial Transparency Reports Toolkit’. This should be based on the CBIT-GSP’s inputs received from internal and external reviewers. The review process will be coordinated by UNEP CCC.

Product No. 3
• Participate in the preparation and execution of three regional workshops to present the toolkit to country representatives and other relevant actors (e.g., practitioners, organizations, etc.)

Duties and Responsibilities
The Global Environment Facility (GEF) funded the parallel projects the Global Support Programme (GSP) and the Capacity Building Initiative for Transparency (CBIT). Under a second phase of both projects, they are integrated under a joint project, called CBIT-GSP. This project is implemented by UNEP and executed by UNEP-CCC.

In 2015, the GSP developed a “Gender responsive National Communications Toolkit” (https://www.un-gsp.org/news/gender-responsive-national-communications-toolkit ) aimed at providing suggestions and guidance on how to integrate gender issues into National Communications (NCs) and Biennial Update Reports (BURs).The toolkit sought to make the process of reporting more transparent in terms of who is involved, whose views are represented, gender-differentiated risks and the types of gender-differentiated support needed to influence climate adaptation, mitigation, policy making and reporting. Based on the experiences and lessons learned in the implementation of the “Gender responsive National Communications Toolkit”, and in line with the Enhanced Transparency Framework of the Paris Agreement and the requirements of the Biennial Transparency Reports (BTRs), the CBIT Platform Phase IIA will update/ create the toolkit “Toolkit for Gender responsive National Communications and Biennial Transparency Reports in compliance with the Enhanced Transparency Framework of the Paris Agreement”.

Purpose and Scope of Assignment

• Carry out a desk review of relevant publications and reports. The review should include publications on climate change transparency and gender mainstreaming in climate change activities.
• Carry surveys, interviews and desk review to assess the application and relevance of the gender toolkit developed under the GSP, challenges and opportunities for its applications and lessons learned to inform the development of the new tool.
• Draft questions and conduct surveys and interviews with key representatives from countries and international organizations working on gender (national planning, CBIT project etc.). These surveys will also follow up on previous and current gender action plans and inquire about how well they were implemented.
• Draft and develop the “Gender responsive National Communication and Biennial Transparency Reports Toolkit”, including its outline, structure, and content:
o As regards the knowledge material to be included in the toolkit, the contractor will use the Modalities, Procedures and Guidelines (MPGs) for Transparency framework and the requirements of the Biennial Transparency Reports (BTRs).
o The consultant will also use the “Gender responsive National Communications Toolkit” as a basis for its work and the experiences learned from its application.
o The final toolkit is expected to provide detailed guidelines and support on how to plan, prepare and conduct gender responsive NCs and BTRs and present countries’ examples/ cases on the integration of gender in the National Communications and Biennial Update Reports.
• Prepare a second draft based on the Global Capacity Building Initiative for Transparency- Global Support Programme’s (inputs received from internal and external reviewers. The review process will be coordinated by UNEP CCC.
• Prepare a third and final draft after the final review.
• Participate in the preparation and execution of three regional workshops to present the toolkit to country representatives and other relevant actors (e.g., practitioners, organizations, etc.)

Monitoring and Progress Controls

The review and approval of the deliverables of the contractor will be used to monitor and control the progress.
Qualifications/special skills
• Advanced university degree (master’s degree or equivalent) preferably in gender studies, climate change, international affairs, development studies, political science, or related areas is required.
• A first-level university degree with a relevant combination of academic qualifications and two years of additional experience related to the nature of the position may be accepted in lieu of an advanced university degree.
• Minimum 5 years of experience (or more depending on academic credentials) in working with gender within climate change topics.
• Past experience creating gender transparency toolkits is desirable.
• Experience working with gender in developing countries will be an asset.
• Experience working with projects within the UN system, in particular UNEP, and GEF projects will be an asset.

Required skills:
• Demonstrated knowledge of gender issues within climate change.
• Demonstrated work experience in climate transparency topics.
Languages
• Excellent (fluency) verbal and written communication in English language. Knowledge of another UN language will be a strong asset.
