Org. Setting and Reporting
The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako. The Rations Officer will report to the Chief of Life Support. The incumbent manages food rations for the liquidation entity.
Responsibilities
Within delegated authority, the Rations Officer, FS-6 will work as the Chief of Unit Rations and will be responsible for the following duties:
• Assists the Chief, Life Support Section in the management of the effective supply of rations and other food-related services to the UNGU under supply contracts which include, but are not limited to canned, dry, fresh and frozen rations, bottled water, prepared food, combat ration packs (CRP), cafeteria services, catering and warehousing services.
• Maintains accurate allocation and control of all equipment and stores received (CRPs and Bottled Water), stored and distributed by the liquidation entity.
• Ensures that rations requisitions are properly prepared and reviewed such that they are issued and replenished in a timely and coordinated manner to ensure reliable flow of rations for the UNGU.
• Monitors and analyzes rations contract performance to ensure compliance with contract terms, schedules and cost objectives.
• Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
• Verifies invoices, generates Goods Receipt Report (GRR) and creates Service entry sheet in Umoja.
• Provides guidance to or supervises new/junior staff.
• Initiates actions leading to procurement, maintenance and disposal of items.
• Establishes and/or reviews mission requirements and initiates actions to fulfill and control these requirements.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Analyzes problems, audit and performance reports on liquidation entity activities and provides remedial action programmes where required.
• Prepares Receiving and Inspection (R and I) Reports for submission to the Procurement Unit.
• Ensures food Ration supplied by the contractor meets UN Food Rations Standard (UNSTD) and food safety management manual.
• Verifies all shipping documents submitted by the contractor in advance to confirm that all food imported for the Mission are compliant to the contract in conformity with UNSTD.
• Conducts warehouse audit, identify nonconformity, prepares report and follows up for corrective action.
• Supports and implements, as required, the establishment of a Rations Management System for the liquidation entity.
• Performs other duties as required.

Education
• High school diploma is required.
Job – Specific Qualification
Professional training/certification equivalent to ISO, HACCP, BRC on food safety management and/or quality management is required.
A combination of technical school in food sciences, procurement, food industry, catering service or supply chain management is desirable.
Work Experience
• A minimum of ten (10) years of progressively responsible experience in in food rations operations, catering services, or a closely related area including at least two years of supervisory experience is required.
• Experience in the procurement/ administration/ management of large-scale goods and/or services contracts is required.
• A minimum of two (2) years’ experience in handling liquidation tasks of rations contract in a Liquidation entity is desirable.
• Experience in food safety, HACCP principles and/or ISO-22000 is desirable.
Languages
• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) is required.
• Knowledge of French is desirable.
