Summary of Job Duties:
The Director of Financial Management must demonstrate executive level administrative leadership skills and actively contribute to the overall success and strategic financial planning for the for the Winthrop P. Rockefeller Cancer Institute (WPRCI). Position must be knowledgeable of the National Cancer Institute (NCI) guidelines for achieving Cancer Center Designation and understand cancer research operations and processes. Position must be experienced with coordinating complex operational relationships across a broad spectrum of key stakeholders on campus working closely with the WPRCI Director, Associate Directors, Program Leaders, Shared Resource Leaders, cancer researchers, and other leaders across campus, including the Chancellor’s Office. These collaborative efforts are critical to meeting NCI Guidelines, to supporting the recruitment of top cancer researchers and cancer support staff, to helping develop new cancer programs and shared resources and to providing the funding access from the CI required to support them. Position must have the skills to establish and maintain divisional infrastructure to support financial and business operations that meet the present and future needs of the WPRCI.
85% – Financial Administration and Management: Position must know and understand how to apply the National Cancer Institute (NCI) guidelines for achieving NCI Designation status and contribute in every way possible to help the WPRCI meet those guidelines. This position must have a thorough understanding of basic cancer research and translational cancer research. This position must function as a critical part of a cohesive team of senior leaders and staff who have the mission of meeting every requirement set forth by NCI for becoming a designated cancer center. Position will be involved with financial discussions or negotiations where utilization of WPRCI resources are considered. Position will be involved with the grant submission for NCI Designation, providing assistance to the WPRCI Director and Associate Directors, including the Deputy Director who will lead the submission process from start to finish. NCI holds this position accountable for all funds invested for strategic cancer commitments and requires this position help track the return on investment by providing annual funding data. This position will identify and account for all institutional support to the WPRCI which is required by NCI. Under the matrixed structure of the WPRCI, the scope of this position is campus-wide as a senior leader who must work closely with the WPRCI Director, WPRCI Associate Directors, Vice Chancellors, Deans, Program Leaders, Shared Resource Leaders, cancer researchers, and other leaders across campus, including the Chancellor’s Office. The position will communicate financial reports outside of UAMS with community leaders and WPRCI Advisory Board members to help cultivate and support fund raising efforts to finance the NCI Designation mission. These collaborative efforts are essential to the recruitment and retention of top cancer researchers and cancer support staff, to the development of new cancer programs and shared resources, and to providing the resources and funding from the WPRCI required to support them. Position plays a vital role in the strategic financial planning for the WPRCI and helps make projections of growth in research and the associated costs. Position must ensure that committed WPRCI support to researchers within the matrix across the campus is accurate and timely.
This position is responsible for administrating over all financial resources that fall under the authority of the WPRCI Director, including but not limited to over $100M in total funds. Financial growth and stability are critical to establishing a path to NCI Designation and for retaining NCI designation status through successful resubmissions to NCI every five years. This position is responsible for establishing and maintaining divisional infrastructure to support financial and business operations that meet the present and future need of the WPRCI.
This position is also responsible for the financial and business oversight of the WPRCI Gift Shop (established as an agency fund operation) which generates approximately $260K in gross sales annually.
10% – Facilities: Work with the WPRCI Director, the Associate Director of Administration, and the CI Facility Manager on planning capital improvements, renovations, and general upkeep of the two towers that make up the WPRCI, ensuring annually that financial resources are budgeted to cover these costs as cancer research and clinical programs expand or change.

Qualifications:
Minimum Qualifications:

Bachelor’s Degree in finance, business or related field plus eight (8) years of financial administrative or business finance experience OR a Master’s degree in finance, business or related field plus six (6) years administrative or business finance experience.
Preferred:
-
Bachelor’s Degree in finance, business or related field plus fifteen (15) years financial administrative or business finance experience (preferably cancer or medical research related) OR a Master’s degree in finance, business or related field plus thirteen (13) years administrative or business finance experience (preferably cancer or medical research related).

Executive level administrative leadership skill is desired, thorough understanding of basic and translational cancer research, grants management and National Cancer Institute guidelines for a P-30 application for NCI Designation.
