Project Summary:
The DoD Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of AM&E and establish an AM&E program at each GCC within the ODASD Global Partnerships at DoD. The project supports reform of institutional capacity building of partner nations’ ministries of defense with a whole of government approach.

Position Summary:
The Assessment & Monitoring Specialist will be directly hired by MSI subcontractor Sabel Systems and will be based in Colorado Springs, Colorado, specifically at USNORTHCOM. This position supports the team’s partner nation assessments and monitoring plan-related efforts, which includes contributing to research and technical writing, supporting client/partner relations, providing technical support to team members, and representing the company at professional meetings and workshops.
Responsibilities:
- Conduct specific technical assignments related to partner nation assessments and monitoring plans.
- Support collaboration, adaptation, and learning (CLA) activities.
- Design templates and process maps for data collection and analysis.
- Facilitate monitoring plan development sessions.
- Design and deliver training on assessment and monitoring topics.
- Conduct data quality assessments.
- Support data collection activities.
- Design survey questionnaires and sampling strategies.
- Train data collectors and supervise data collection.
Qualifications:
- Bachelor’s degree international development, a social science, or other AM&E related field required. Master’s degree preferred.
- Minimum five years of experience in AM&E leading or supporting foreign assistance projects is required.
- Experience supporting collaboration, adaptation, and learning (CLA) activities. Experience across several sub-specialties within assessments and monitoring.
- Familiarity with Office of Management and Budget (OMB), Foreign Aid Transparency and Accountability (FATAA), and Development Co-operation Directorate (DCD) supports the Development Assistance Committee (DAC) guidance and policy.
- Familiarity with women, peace, and security issues.
- Expertise providing technical assistance to foreign assistance implementing partners to develop AM&E plans, designing Collaborating, Learning and Adapting (CLA) approaches, and developing and/or conducting AM&E training.
- Experience developing surveys and other data collection instruments, supervising data collection in developing countries, analyzing data, and writing up AM&E reports preferred.
- Experience with emerging AM&E practices such as Collaborating, Learning, And Adapting (CLA), complexity awareness monitoring, outcome harvesting, most significant change and other emerging methods preferred.
- Ability to develop and maintain relationships with key organizations, working groups, and professionals in the international development AM&E sector.
- Ability to obtain a security clearance required.
- Fluency in English is required.

Pay Transparency Statement:
We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $100,000 to $125,000 USD.
