We want committed, values driven staff to join our Dublin team and are currently looking for a Senior Localisation and Partnerships Adviser to be part of our Strategy, Advocacy, and Learning department.

Our office is located in Dublin 2 and we are currently working a hybrid model (50% remote working) and offer flexi time.

The job: To lead and coordinate cross-departmental working on localisation issues and to provide guidance to country offices on localisation and partnerships, in line with Concern’s mission, focus, key policies and best practice in the area.

If you join us, this is what you will be doing:

  • Lead guidance on localisation and partnership in Concern and support change processes to implement these approaches in line with Concern’s mission and key policies, especially How Concern Understands Extreme Poverty and Concern’s Approach to Emergencies.
  • Lead and manage a small team of Partnership Advisers to provide high quality guidance and support to country offices in moving to equitable partnerships with local CSOs.
  • Support the guidance and coordination of localisation issues, from identification, through analysis and resolution of key issues.
  • Chair and manage a Localisation Working Group, as directed by the Localisation Steering Committee chaired by the CEO. Bring any opportunities, obstacles or key issues of importance to the SAL Director and CEO for resolution, as appropriate.
  • Coordinate and support any other Localisation working groups set up separately for various reasons, e.g., the Senior Advisers on Systems Strengthening; Advocacy, Communications and IPD Departments on Voice, Influence and Visibility; any group on Community Agency.
  • Remain abreast of good practice and the latest thinking in the sector on localisation and partnership and to use this as the foundation for guidance.
  • Directly support a number of countries in improving their work in partnership with Local NGOs, keeping a balance of staying grounded and ‘in touch’ and managing Partnership Adviser positions.
  • Work collaboratively and constructively with all departments and key internal stakeholders to communicate the intent and potential implications of localisation, supporting them to identify and realise what changes are needed in their functions if localisation is to be achieved.
  • Support other advisers in SAL, Emergencies and other support functions to ensure that localisation and working through partners is a fluent component of their guidance and support.
  • Represent Concern externally on localisation and partnership, as required and appropriate and support those in Concern engaging in advocacy with the right knowledge of best practice and Concern current practice to ensure a level of consistency of external messaging.
  • Help to steer or guide any potential future research on localisation and/or local partnership.
  • Ensure that management functions within this role uphold Concern’s aims and high standards with respect to accountability, Safeguarding and Equality, Diversity and Inclusion.

Skills you will bring:

  • Post graduate qualification in Development Studies or in a related discipline, or at least five years of professional experience; preferably both.
  • Significant proven and demonstrable experience of working with local partners in an overseas context.
  • Demonstrable leadership ability, preferably with experience of working at country management level and some in emergency responses.
  • Experience in technical assistance on localisation and/or partnership in dual mandate NGOs, preferably in organisations focused on fragile and conflict-affected contexts.
  • Experience of programme development, programme management and participatory planning methodologies, including emergency preparedness and disaster risk reduction interventions.
  • Experience of leading proposal development processes.
  • Experience of managing key external relationships, especially with donors.

You will report to the Director of SAL (until further notice) and work closely with SAL, International Programmes and Emergency Directorates’ colleagues as well as across all functions of the organization.

The salary is from €66,156 to €75,607 (band 6) and this is a permanent contract.
