Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.
The OSCE Programme Office in Bishkek continues providing support to the Secretariat and working groups of the National Trade Facilitation Committee (NTFC) in the implementation of trade facilitation-related commitments. The Programme Office, therefore, requires the services of the national expert in the field of trade facilitation, who will work closely with the Secretariat and working groups of the NTFC as well as other state bodies responsible for trade facilitation to support implementation and monitoring of trade facilitation-related commitments.
Objective of Assignment:
The expert will provide support to the Secretariat of the National Trade Facilitation Committee.
Duration of Assignment:
Maximum six (6) months.
Tasks and Responsibilities:
Under the overall supervision of the National Customs and Transport Officer, the successful candidate will be tasked with the following duties:
- Provide expert support to the Secretariat and working groups of NTFC in monitoring and implementation of the Trade Facilitation Agreement of the World Trade Organization (WTO TFA) commitments/activities;
- Update the Action plan of WTO TFA;
- Provide expert support in strengthening the work in terms of interaction between government and private sector agencies;
- Support in making necessary changes to legal documents relevant to the operations of NTFC and its Secretariat, as well as follow-up with approval of these documents;
- Support in organization of meetings of the Council of NTFC;
- Support in the implementation of the activities of the 2022-2024 Development Concept of the State Customs Service and other strategic documents;
- Develop relevant presentations and agendas for events.
Deliverables:
– Consultant Deliverables Report with a detailed description of work conducted within given assignments;
– Drafts of developed documents;
– Supporting documents (lists of participants, meeting reports, etc.)

Necessary Qualifications:
- University degree or professional qualification in the area of customs policy or trade facilitation;
- 8 years of relevant professional experience in customs, customs regulation, trade facilitation and connectivity;
- Good knowledge of WTO TFA and customs procedures of the Kyrgyz Republic;
- Experience in organization and implementation of training activities;
- Professional fluency in Russian with excellent communication (both oral and written) skills; knowledge of English would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of the team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, tasks, and deliverables for this position and in accordance with the OSCE established rates.
