Havering is looking to recruit a CCAB qualified accountant with significant post qualification experience to support the Council during one of the most challenging times it will face. This is a fantastic opportunity for someone to lead the Finance team and instil an organisational culture where Finance is at the heart of every decision made.
Our financial situation is well-rehearsed. Havering is home to the 2nd highest proportion of over 65s in London and since the last census, Havering has seen the 4th fastest growing proportion of children’s population nationally. Unfortunately, the grants Havering receive is one of the lowest in London and the funding allocation does little to address the pace of demographic change in our Borough.
We have sound governance arrangements in place, we are cost effective in the services we provide, we are top-quartile in London for our collection of income. This makes our financial challenge even more acute and we’re looking for someone who enjoys a challenge.
The Director of Finance will be responsible for:
- Deputising for the Strategic Director of Resources, as the Deputy S151 Officer
- Medium Term financial planning, supporting the Council to become financial sustainable and resilient
- Delivering an effective strategic Finance Business Partnering function, aligning resources against the Corporate Plan to deliver improved outcomes for Havering’s residents
- Successfully lead on the production of Statutory Statement of Accounts and delivery of the Council’s Capital Strategy
- Continued development of the Treasury Management Strategy and effective management of Havering Pension Fund.
- Leading the Procurement and Corporate Contract function across the Council, securing value for money and maximising Social Value from existing and new contracts
- Delivering of a sound Assurance Services including Internal Audit, Risk Management framework and Insurance services
- Leading and setting a clear strategic direction for a team of c100 to provide effective and proactive financial management advice
