Guinea is a low-income country with significant child deprivation. With a Human Development Index of 0,477 it ranks 178th out of 189 nations (2019). Since 1984, UNICEF has collaborated with other UN agencies, nonprofit organizations, faith-based organizations, youth organizations, and other partners to support the government in its efforts to support child development. The 2018-2023 country program includes interventions across education, protection, health, nutrition, water and sanitation, and social policy programs. In the field, through the zone offices in Labé, Kankan and Nzérékoré, UNICEF ensures the active implementation of programs across the country including the most remote areas.

The UNICEF Guinea office is looking for committed and creative professionals to make a lasting difference for Guinean children.

Under the overall direction and guidance of the Chief PME, the IM Officer  will manage the IM function of the AoR/ Sector/ Working Group at the sub-national level. They are responsible for ensuring IM processes effectively contribute to a well-coordinated, strategic, adequate, coherent, and effective response by participants in the AoR/ Sector/ Working Group that is accountable to those who are affected by the emergency. In their effort to enable an efficient and effective response to the humanitarian crisis, the IM Officer  is responsible for managing the collection, analysis and sharing of information that is essential for the sub-national AoR/ Sector/ Working Group participants to make informed, evidence-based, strategic decisions and for ensuring they are adequately coordinating with the national level.

 

How can you make a difference?

The post holder is responsible for supporting the information management function to enable the effective functioning of the AoR/ Sector/ Working Group at the sub-national level, and the achievement of the core cluster functions, throughout the Humanitarian Programme Cycle in order to facilitate a timely and effective AoR/ Sector/ Working Group response.

 

The postholder’s main tasks and responsibilities will include but not be limited to:

  • Coordination and representation
  • IM function support
  • Needs assessment and analysis
  • Strategic response planning
  • Resource mobilization
  • Implementation and monitoring
  • Operational peer review and evaluation
  • Accountability to affected people
  • Strengthen national and local capacity

 

 

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the AoR/ Sector/ Working Group.
  • Formal training in AoR/ Cluster/ Sector/ Working Group Information Management or an advanced university degree are considered an added advantage.
  • A minimum of 2 years of professional experience in information management, data management, geographical information systems, assessments, situation analysis and/or PM&E with the UN and/or NGO is required.
  • Experience in demonstrating strong information management skills in a professional context is essential for this post.
  • Experience in a humanitarian context is required.
  • Experience working in the humanitarian coordination system is considered an asset.
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered in lieu of humanitarian experience
  • Fluency in French or English and at least a working-level knowledge of the other.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Otherwise, the selection will be cancelled.

Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
