Ashton Recruitment requires an HMO Licensing and Enforcement Officer for our client based in Belfast.

Job Title: HMO Licensing and Enforcement Officer

Location: Belfast

Duration: Temporary until 31/5/2024 with a chance of extension

Rate of pay: £16.12 per hour

Hours: 37 per week 0900-1730

Duties include (but are not limited to):

  • To undertake, inspections, surveys, site visits, interviews and research work in relation to any of the service’s statutory enforcement roles when delivering the HMO licensing and enforcement scheme throughout all Council areas in Northern Ireland, including the requirement to carry out such duties outside of normal core hours.
  • Undertake validation of all assigned applications in a timely manner, ensuring that relevant information and appropriate fees are provided in accordance with the licensing framework.
  • Assist with specified investigative, monitoring, enforcement, educational and advisory duties to which the postholder is assigned, in accordance with work programmes, including the requirement to carry out such duties outside of normal core hours in all Council areas in Northern Ireland.
  • To maintain a detailed technical knowledge and understanding of all relevant legislation relating to the Houses in Multiple Occupation (Northern Ireland) Act 2016 including HMO subordinate legislation, codes of practice, guidance, the standard licensing conditions to ensure the section effectiveness in carrying out its functions
  • To assist with the monitoring and actioning of complaints relating to anti-social behaviour (ASB) and environmental quality matters linked to licensed HMO premises to ensure the HMO owner is adhering to his/her obligations in this regard and to prepare reports and provide evidence in circumstances where it may be necessary to take necessary enforcement action

Essential Criteria:

Applicants must, as at the closing date for receipt of application forms:

  • have a full, current driving licence which enables them to drive in Northern Ireland and a car available for business use, or, have access to a form of transport which will enable them to meet the requirements of the job in full. ; and either:
  • have a third level qualification in a relevant waste management, law or environmental related subject or equivalent qualification; and be able to demonstrate on the application form, by providing personal and specific examples, at least one year’s relevant experience in each of the following two areas:

  • be able to demonstrate on the application form, by providing personal and specific examples, at least two years’ relevant experience in each of the following two areas:

(a) legislative enforcement and application, including the administration of documentation for enforcement action; and

(b) investigation of complaints and carrying out appropriate remedial action.
