The Alaka’ina Foundation Family of Companies (FOCs) is looking for a Women, Peace & Security (WPS) Operations Manager to support the U.S. Indo-Pacific Command (USINDOPACOM) Pacific Outreach Directorate (J9) All Hazards Division (J91) out of Camp H.M. Smith, Hawai’i.

Responding to United Nations Security Resolution (UNSCR) 1325 on Women, Peace, and Security, the U.S. Government enacted the Women, Peace, and Security Act, Public Law 115-68, recognizing that women’s contributions are critical to promoting peace, maintaining security, and preventing conflict. The WPS Act calls upon the Department of Defense (DoD) to ensure that DoD relevant personnel are trained on conflict prevention, peace processes, mitigation, resolution, and security initiatives that address the importance of participation by women; and receive training on gender considerations and participation by women, including training regarding international human rights law and protecting civilians from violence, exploitation, and trafficking in persons.

This position will manage Office of WPS operations, activities, and investments, and responsible for managing internal WPS education and training; social media management; WPS knowledge management; assisting security cooperation design, planning, and execution; and coordination with stakeholders. This position provides programmatic support to the USINDOPACOM WPS Program and reports to the USG WPS Director/Command Gender Advisor.

DESCRIPTION OF RESPONSIBILITIES:

Operations Management

  • Manage Office of WPS operations, activities, and investments to include knowledge management, coordination, and program monitoring.
  • Assist WPS Director/Command Gender Advisor with development of WPS strategy, plans, and program initiatives, including strategic messaging.
  • Develop and manage WPS social media activities, including drafting press releases and coordinating with Public Affairs for publication.
  • Facilitate and manage internal USINDOPACOM WPS training, such as the Gender Focal Point Course and Gender Advisor Course, including all related curriculum knowledge management and monitoring and evaluation.
  • Manage, create and maintain documentation for compliance and accreditation purposes for all USINDOPACOM WPS training programs, such as course syllabi, curriculum binders, and instructor, facilitator, and student learning materials, etc.
  • Provide direct planning support and execution of key leader or interagency engagements for USINDOPACOM Senior Leaders on gender-related issues.
  • Develop written products such as talking points, information papers, and oral presentations for Command leadership.
  • Assist with monitoring and reporting of all USINDOPACOM WPS-related activities.
  • Shared administrative support: calendar scheduling and management; MS Teams, Sharepoint, and Shared Drive folder management/knowledge management.
  • Workshop/conference support including logistics, developing content, participating as a speaker, panelist, etc.
  • Attend required battle rhythm events/staff meetings.

Coordination & Knowledge Management

  • Attend and provide input to cross-functional planning and working groups to ensure gender perspectives are considered in USINDOPACOM’s civil-military coordination and operations.
  • Coordinate with Command’s Gender Focal Points to build and promote internal capabilities and collaboration in mainstreaming gender considerations within USINDOPACOM.
  • Coordinate with multi-stakeholders, such as other federal agencies, civil society, academia, and foreign government and civilian partners to advance effective, whole of society WPS integration that achieves USINDOPACOM objectives.
  • Responsible for developing, supporting and facilitating knowledge and information management related to implementation of INDOPACOM WPS programming.
  • Ensure knowledge sharing, documentation, and dissemination of WPS good practices, lessons learned, and information resources within the USINDOPACOM WPS group and also the DoD WPS community.
  • Develop information exchange/sharing platform for USINDOPACOM WPS group.

Security Cooperation Planning & Execution

  • Coordinate with J5 sub-regional policy offices and security cooperation officers to effectively mainstream WPS into regional and country engagement plans and within operations, activities, and investments conducted with partner nations, in coordination with the WPS SC Integrator.
  • Assist with the design, planning, and delivery of WPS security cooperation engagements led by the Office of WPS and/or in support of Component Gender Advisors/Gender Focal Points implementation.
  • Assist the WPS Office in the development and coordination of WPS strategic messages with partner nations, and manage related social media and coordination with USINDOPACOM and Embassy Public Affairs.

REQUIRED EDUCATION:

This position requires a bachelor’s degree (Master’s preferred); at least five (5) years in program management; desired at least three (3) years working in the USINDOPACOM AOR; and working knowledge of and experience in Women, Peace & Security.

REQUIRED SKILLS AND EXPERIENCE:

  • The candidate should have knowledge of systems for gender mainstreaming, capacity development, and multi-sectoral collaboration and ability to apply to strategic and/or practical situations/contexts.
  • The candidate should exercise skills and knowledge independently, demonstrating ability to manage self and team responsibilities and meet organizational goals, in area of work.
  • The candidate should contribute skills and knowledge, with demonstrated ability to advance innovation and continuous improvement, in professional area of expertise.
  • Completed Department of Defense Gender Focal Point training or equivalent
  • Working knowledge of and experience with Women, Peace, and Security within the Indo-Pacific region
  • Experience with teaching/instruction of students and public speaking
  • Knowledge of Indo-Pacific region and USINDOPACOM Strategy
  • Experience in operational and/or strategic levels of DoD planning and/or execution
  • Must possess the ability to coordinate and integrate the work of others, to keep initiatives focused, to assess the effectiveness of efforts and programs, and recommend adjustment(s) to program priorities and allocated resources.
  • Excellent oral and written communication skills
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
  • Occasional travel to the continental United States and overseas to attend meetings, workshops, and trainings.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Secret security clearance, Top Secret with SCI eligibility preferred.
