Our Whiteshell Laboratories (WL) site located near Pinawa, Manitoba is looking for an Operations Lead, WL Security. Reporting to the Manager, the Operations Lead, WL Security is responsible for supervising the day-to-day operations of the Nuclear Security Officer(s) & Tiered Response Force Officer(s), in accordance with Canadian Nuclear Safety Commission (CNSC) physical security regulations, department procedures and CNL company policies. In collaboration with the WL Security Manager, the incumbent is responsible for daily operations of security services to the WL Environmental Restoration Project in an effective and efficient manner, meeting established project needs and budget. What will you be doing?
- Ensuring the delivery of services is consistent and within the appropriate regulatory and company policy and procedural framework of Emergency Services.
- Scheduling staff to ensure minimum staffing requirements are maintained.
- Ensuring that Security staff are suitably equipped, operated efficiently, and in compliance with workplace safety standards including administration of training programs and fitness testing for department members.
- Managing employee performance and disciplinary issues in a manner consistent with CNL Human Resources polices.
- Establishing and maintaining core competencies including developing standards for the hiring, training, and development of staff.
- Supervising a team of approximately 50 Nuclear Security Officer/Tiered Response Force Officers in an operational shift environment.
- Responsible for goal setting, performance evaluation, career development, and disciplinary action for these staff.
- Evaluating employee’s level of performance and potential to advance or transfer in the Company and determine what development may be needed.
- Participating in the training and mentoring of new employees.
- Providing input to forecast the need for replacement equipment and vehicles and work within budget.
- Providing input into the administration of the capital and operating budgets.
- Developing new or adapting current processes and procedures within established policies or operating standards to achieve objectives.
- Troubleshooting situations and working with peers and other stakeholder to resolve issues in a timely manner.

- Obtain, a Level 2 (Secret) Security Clearance.

- Develop a working knowledge of job related software and email, in order to complete reports and effectively communicate within the department and the company.

- Work extended hours and off normal work shifts to support project needs.
Experience
- Must have a working knowledge of related Security, Codes, Regulations and Standards, such as the Nuclear Safety and Control Act and associated CNSC Regulations, to ensure understanding of compliance requirements.
- An understanding of the sites’ requirements for the delivery of security routine and emergency services.
- A thorough knowledge of the Incident Command and Incident Management systems.
Education
- This position requires a minimum High School education plus 8-10 years of progressively responsible related experience or any combination of education, experience and training that provides the required knowledge, skills and abilities.
Security clearance eligibility requirement
Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
Working Conditions:
- Must possess normal physical agility necessary to perform all aspects of the work that involves bending, lifting
and mobility.
- Must be capable of wearing and working in protective clothing and using equipment as required.
- Ability to keep abreast of changing work conditions, processes and technology.
- Nature of work is demanding, including managing multiple tasks in a timely manner.
- May be required to perform overtime.
