Summary/Objective
To provide biological and technical support, training, habitat program development, and habitat program support to restore and manage fish and wildlife habitat, including threatened and endangered species and habitats, on private land.
Essential Duties
- Development and administration of federal and state program policy for cost-share programs that benefit fish, forest, and wildlife resources on private land: help develop and administer state and local policy for awarding of federal and state cost-share programs to private landowner; ensure that all rules for awarding and implementing contracts impacting fish and wildlife resources are being correctly followed; function as a liaison between MDC and other agencies and serve as a team member of the NRCS Area 3 staff (while employed by MDC), covering approximately 26 counties; provide input on wildlife and forestry techniques and practices that are implemented through cost-share programs; provide guidance and interpretation on how to implement practices; serve as a source of information for multiple federal agencies and MDC employees for federal programs and practices.
- Ensure protection and restoration of threatened and endangered (T&E) species: serve as the lead resource for NRCS Area 3 staff for information on both state and federally listed T&E species; ensure that agency activities on private land are in compliance with the Endangered Species Act; provide input at the field level on practices that will benefit and help restore populations of T&E species; provide input at the state level on policy for addressing habitat needs of T & E species; ensure that all offered programs provide an avenue to help restore T&E species or their habitats; be intimately familiar with T&E species within Missouri and their needs.
- Training of staff on a variety of topics: train federal and state staff plus NGO partners on Farm Bill programs; provide training on tools that can be used to plan practices and implement them on the landscape of Missouri; provide training on policies for using federal programs in compliance with laws; provide training on general wildlife management to non-technical staff of partner agencies so that they can effectively work with customers/landowners; work with other MDC staff to provide workshops/training to the public on a variety of wildlife related topics.
Essential Duties
- Participate in special projects/increase knowledge base: participate in special local and state-wide MDC projects which impact fish, forest and wildlife resources; organize and help implement special projects or research which move the knowledge base forward and help to more effectively apply management to selected habitats with new tools or techniques; improve seed mixes which impact thousands of acres annually; provide demonstrations to inform both federal and state staff, NGO partners, and the public.
- Manage an operating budget and report activities: budget for expenses such as travel, demonstration projects, training activities, field supplies, and office needs; prepare work reports, job objectives, vehicle logs, and travel reimbursement; complete accomplishment reporting and time sheets.
Ancillary Job Duties
- Serve on internal and external regular and special committees.
- Other duties as assigned.
Education and Experience
- Bachelor’s Degree in Wildlife Management and/or Resource Management, Forestry, Fisheries, Agriculture or in related degree programs.
- At least five (5) years of progressively responsible professional experience in Wildlife, Forestry, Fisheries or Agriculture work.
- Must maintain a current, valid driver’s license.
Knowledge, skills and abilities
- Knowledge of federal agency programs and the ability to identify challenges to conservation.
- Knowledge of Missouri threatened and endangered species and their needs.
- Be an expert on Missouri threatened and endangered species and their needs.
- Ability to adapt to a variety of job situations involving long hours, hazardous conditions, and difficult circumstances.
- Be able to communicate effectively, with an emphasis on writing.
- Be able to work effectively as a team with people who have varied backgrounds and experience.
- Ability to conduct special conservation programs to special interest groups and the public.
- Ability to travel and stay overnight.
- Ability to work varying hours and shifts
Work Environment
- Work is performed in a standard office environment.
- Occasionally perform outdoors where hot, cold, wet and/or humid conditions exist.
- Occasionally exposed to loud noises which may require the use of hearing protection.
Physical Abilities
- Move about grounds, both inside and outside of buildings.
- Constantly operate a computer and other office productivity machinery.
- Frequently communicate and exchange accurate information.
- Clarity of vision and three-dimensional vision.
- Regularly lift to 5 pounds, correctly lift to 50 pounds.
- Regular attendance is a necessary and essential function.

Exemption Status/Special Notes
This position has been determined to be Exempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department’s Compensatory Time Off and Overtime Policy.
Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
