Anchored in the Crisis Bureau (CB) and the Bureau for Policy and Programme Support (BPPS), the GPN has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan, which is aligned with the 2030 Agenda Sustainable Development Goals (SDG).As outlined in its Crisis Offer, UNDP is stepping up its support to countries in protracted crisis and fragility to move out of fragility through multidimensional risk analysis and integrated systems approaches. We are boosting prevention efforts and anticipatory investments based on new capabilities such as foresight, horizon scanning and early warning, while supporting innovative programming that addresses the causes and drivers of conflict, disasters and multidimensional risk.To support this work, UNDP is updating its pool of experts to support multidimensional risk analysis, early warning and anticipation. The roster of experts will be positioned to provide a continued pool of expertise to countries focusing on supporting implementation of actions and delivering results on the ground.SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORKWithin the respective areas of expertise, the consultants will be expected to contribute to a combination of programme design, strategy development, capacity building, monitoring and evaluation and knowledge management related tasks. Individual responsibilities will encompass a range of tasks, including (for each area of expertise respectively), but not limited to:· Provide expert advice and tailored solutions to enhance capacities, processes and tools for multidimensional risk analysis, early warning early action, anticipation and prevention.· Conduct data-driven contextual risk analysis, following a multidimensional risk framework and in line with UNDP methodologies, guidance and policies, in support to UNDP’s situational awareness, risk-informed programming and adaptive management.· Advice on the design and implementation of dedicated corporate procedures and systems to translate analytics into actionable decision intelligence, with link into business and decision-making processes aimed at facilitating early action for risk anticipation, crisis prevention and mitigation.· Lead forward-looking activities on contingency planning, scenario planning and foresight for Country Offices, Regional Hubs or HQ teams, in situations of emerging crisis risks· Facilitate the identification and formulation of anticipatory development solutions related to emerging or deteriorating contextual risks.· Support planning, organization and facilitation of expert workshops and trainings for UNDP/UN staff.DIVERSITY AND INCLUSION:At UNDP, we are committed to creating a diverse and inclusive environment of mutual respect.
