Applicants are encouraged to self-identify on their electronic application.Reporting to the Manager, Service Delivery and Asset Control, the Works Controller is responsible for overseeing the effective and efficient operation of Infrastructure Maintenance and Operations (IMO), Works Control, through the delivery of high quality and timely customer service to Councillors, the Public and HRM Business Units. Working in a proactive maintenance planning environment, the Works Controller is responsible for both supervising a group of staff who provide direct maintenance service request and work order support to the Public Works (PW) operational staff ensuring required work is completed, recorded, and reported.
The Works Controller is also responsible for efficient operation and effective usage of Cityworks Service Request, Cityworks Work Order, Enterprise Asset Registry, SAP , planned and capital infrastructure maintenance, management-decision reporting, chargeback accounting, procurement processes and procedures and service level commitments.DUTIES AND RESPONSIBILITIES
- Manage the day-to-day operations of the IMO Works Control to ensure the timely delivery of all service levels.
- Conduct end to end recruitment process, coordinate selection process and make hiring recommendations.
- Working with the Manager Service Delivery and Asset Control and Team Lead Infrastructure Assessment to ensure service is delivered in the most efficient and effective way including use of service delivery methods to manage workload.
- Collect and analyze information and present findings on complex issues, carrying out or coordinating research for continual improvement and preparing reports as required.
- Responsible for hiring, managing, coaching, mentoring and disciplining all subordinate staff
- Conduct annual performance evaluations and participate in corrective and disciplinary actions, as required.
- Communicate effectively, build effective relationships, promotes cross-function teams with internal and external partners: C3 contact centres, Traffic Management, Halifax Transit, Finance, Legal, Project Planning and Design, Halifax Water.
- Ensures a safe work environment by investigating and responding to Joint Occupational Health & Safety Committee concerns. Conducts routine safety inspections of workplace.
- Motivate, empower, support and coach staff to improve quality services.
- Facilitate on-going training, develop and maintain training materials for direct reports.
- Monitor and approve attendance/overtime/vacation; ensure employees meet attendance and productivity standards.
- Prepares and approves payroll and attendance records for 9 unionized staff.
- Works with HRM Workplace Health to support disability, LTD and accommodation processes.
- Generate reports on historical and statistical performance data, including performance monitoring reports, quality audit, backlog reports and work completion reports.
- Design complex reports and statistical analysis either independently or in collaboration with the Senior Business Analyst with HRM Asset Management team or other members of the TPW senior management team.
- Prepare transaction documents, financial analysis, reports and recommendations for required approval.
- Responsible for the effective management of the IMO State of Good Repair planning with a budget responsibility of 4.0+ million. This includes generating reservations for various ROC projects and ensuring projects align with the broader TPW objectives and available funding.

QUALIFICATIONS
Education & Experience
- Diploma or degree at the post-secondary level, ideally in business administration, operations management or an equivalent program;
- 2-5 years’ experience in supervising staff preferably in a unionized environment.;
- Five years’ experience in a public sector setting in data management and reporting, ideally in a computerized maintenance management system and/or computer-aided facility management system, along with recent experience in front-line customer service operation in a computerized office environment.
Technical/Job Specific Knowledge and Abilities
- Proficiency in current versions of Word, Excel and presentation software; Outlook;
- Develop and maintain the master records of the inventory database required to support the operational use of Hansen, Cityworks and SAP, includes data inputting and management, linking accounting numbers, closing or deleting outdated information and cost orders.
- General knowledge of Halifax Map Gallery and various layers of information.
- Extensive knowledge of Public Works services involving HRM infrastructure would also be considered an asset.
- General knowledge and some formal training in accounting preferred.
- Progressive leadership or supervisory experience.
- This position is responsible for the administration of various business practices and policies as they relate to staff.
- ICS Training is considered an Asset
