Geocgi is looking for a Program Analyst to lead communications, monitoring and evaluation, and administrative assistance for the GeoCenter at the United States Agency for International Development (USAID). This position is based on-site in Washington D.C. at the headquarters of USAID, which serves as the US government lead for international development and humanitarian assistance worldwide. The USAID GeoCenter is a team of geographers and data analysts who apply geospatial technology, data analytics, and visualization techniques to improve the strategic planning, design, monitoring, and evaluation of Agency programs. In addition to serving the analytical needs of the Agency, the GeoCenter also collaborates with interagency, international development organizations, and university partners in the geospatial community.Responsibilities:The Program Analyst will work directly with the GeoCenter Director and team leadership to write, edit, and oversee the production of communications materials for internal and external audiences. Products include factsheets, talking points, Agency Notices, newsletters, slide deck presentations, blogs, cables, social media posts, video scripts, etc. The incumbent will also lead monitoring and evaluation duties regarding team activities, as well as perform a limited amount of administrative tasks. These include scheduling meetings, helping to organize events, and arranging travel. Specific responsibilities include the following:Communications (50%)

  • Lead the development and implementation of the GeoCenter’s communications and outreach efforts: formulate top-line messaging, audience engagement strategies, marketing materials, and communication tools.
  • Coordinate with other communications specialists within the Agency’s network of communication professionals.
  • Write, edit, and oversee the production of communications materials to ensure consistency with Agency branding and messaging.

Monitoring, Evaluation, and Learning (MEL) (30%)

  • Track, prepare, and report performance metrics about the GeoCenter’s activities, the USAID Geospatial Strategy, and the USAID-State Department Joint Strategic Plan. This effort involves collecting indicator data on a semi-annual basis.
  • Incorporate performance metrics into storytelling products about the GeoCenter’s work.

Administrative Tasks (20%)

  • Assist the Director and leadership with organizational functions of the team, including scheduling meetings, travel, coordinating events, and managing critical records.
  • Perform logistical functions to help prepare for and facilitate the annual workshop for USAID’s geospatial specialists.

  • Outgoing, proactive, and comfortable taking initiative to search for solutions to team problems.
  • Highly organized and able to maintain several projects at one time.
  • An above average communicator, comfortable with writing for external audiences, as well as public speaking.

The following are requirements of the Program Analyst:

  • US Citizen.
  • Ability to obtain and maintain a US Government Secret Clearance.
  • 6 years of experience with a Bachelor’s degree or 4 years of experience with a Master’s degree.
  • Excellent communication and interpersonal skills, including demonstrated ability to develop and implement communication and engagement strategies and approaches across large, complex organizations.
  • Understanding of USAID’s mission, programs, and countries of operation.
  • Excellent writing and storytelling skills.
  • Strong organizational and analytical skills, including the ability to manage multiple tasks in a fast-paced environment.
  • Demonstrated ability to take initiative and creatively problem solve.
  • Ability to work with a technical team composed of geographers, data scientists, remote sensing specialists, and cartographers.
  • Ability using the following software: Google Suite, Microsoft Office, and Adobe products.
