The PCC takes a lead role in the establishment of project management systems used for the planning and control of projects. The PCC has the responsibility for the production and updating of Work Breakdown Structures, project schedules, cost estimates, and various control databases. They perform analysis, progress monitoring, and reporting. The PCC interacts daily with work package leaders, gathering and analyzing critical project performance information, investigating variances, and initiating corrective action. The PCC may take the lead in the preparation of scope, schedule, and cost management plans, writing reports, chairing meetings, and delivering presentations. The PCC assumes leadership roles in peer groups and takes on other duties as assigned by management.What will you be doing!Project Management

  • Provides leadership to junior team members, capitalizing on individual and group strengths to ensure project targets are achieved;
  • Takes a lead role in the establishment of project management systems used for the planning and control of their own project(s);
  • Analyzes project, program, resource demand information – detailed cash flow analysis, cost estimating, forecasting, and budgeting of difficult complexity;
  • Provides contract administration, including reviewing contract deliverables, invoices, contractor timecards, etc.;
  • Produces and updates project work breakdown structures, project cost estimates, schedules, and various control databases;
  • Works with the Project team to prepare project plans and reports related to scope, cost, and schedule;
  • Interacts daily with task leaders, gathering and analyzing critical project performance information, investigating variances, initiating corrective actions and changes, and monitoring trends;
  • Attends project meetings with internal and external stakeholders to monitor and support the project’s ongoing progression;
  • Trains Junior/Intermediate Project Control Coordinators on core planning and control processes (work breakdown structure, cost estimating, cost control, scheduling, risk management, etc), systems and templates;
  • Identifies and manages opportunities and risks to achieve the best possible impact on schedule and financial targets;
  • Understands and applies the guidelines of ANSI/EIA-748-C: Earned Value Management Systems, to projects;
  • Maintains, tracks, and reports all financial aspects of the project(s) including project cost forecasts, procurement invoices, accruals, and actual costs billed to the project(s);
  • Confidently asks probing/relevant questions related to project performance;
  • Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to complex problems;
  • Coordinates the scope definition and assists in the preparation of the Work Breakdown Structure (WBS);
  • Prepares/maintains the development of the baseline and working project schedules;
  • Performs Earned Value Analysis to measure the project(s) schedule and cost performance;
  • Implements changes to scope and cost, ensure related approval and project change control documentation is in place before baselines are adjusted;
  • Works with the Project team to prepare and maintain the project(s) risk register;
  • Analyses the schedule/cost performance and risk assessment;
  • Prepares/implements resource and cost loading of schedules;
  • Prepares/presents source information used for financial forecasting and resource demand;
  • Prepares project bid and scheduling submissions;
  • Ensures document submissions are complete in a timely manner;
  • Supports the Project Manager in achieving project targets, and or exceeding, customer and company expectations;
  • Tracks and manages incoming and outgoing project management paperwork as necessary;
  • Develops and maintains constructive and cooperative working relationships with core project team members;
  • Develops planning and control framework processes, including the definition of the hierarchies, coding, and account structures required for tracking, analysis, and performance measurement;
  • Implements changes, identifies variances, and recommends corrective actions;
  • Develops/supports Project & Program Costs team in the cost estimating and budgeting processes when required;
  • Chairs / participates in project review meetings and makes presentations of project information;
  • Works with contractors & consultants on construction schedules and incorporates contractor schedules into the master P6 schedule;
  • Conducts Critical Path analyses with the project team and provides corrective actions or solutions for deviation;
  • Receives progress updates from contractors and project team and updates P6 master schedule;
  • Manages and maintains the change control process for the respective project(s); and
  • Other duties as assigned by the Manager.

What we are looking for:Abilities and Skills:

  • Outstanding organizational skills and oral and written communication capabilities. Adept at synthesizing complex information and distilling such information into clear and concise messages for written reports or oral presentations;
  • Proven ability to network across multiple teams and at different levels within the organization;
  • Demonstrates questioning attitude and has the ability to assimilate complex data and recommend solutions;
  • Ability to manage multiple priorities and meet deadlines;
  • Strong computer skills. Advanced level capability in MS Office Suite (Word, Excel, PowerPoint, SharePoint), MS Access and working knowledge of MS Visio, PCRS and ImpAct. Able to learn/use CNL’s document management system and other CNL applications; and
  • Demonstrates strong work ethic, sound judgment, tact and diplomacy.

Job/Industry Specific Knowledge:

  • PMI Schedule Practitioner (PMI-SP) certification is required; Project Management Professional (PMP) certification is considered an asset;
  • Demonstrates knowledge of project management principles and processes, as recognized by the Project Management Institute (PMI), and a proven ability to apply this knowledge in the project controls of large and complex undertakings, especially those related to scope, schedule, cost, risk, and change control;
  • Proven ability to apply knowledge of Earned Value Analysis;
  • Understanding of the methods and resources used by functions engaged to perform project activities e.g. Engineering, Licensing, Quality Assurance, Procurement, Manufacturing, etc., as well as the deliverables typically produced. Recommends improvements to other CNL functions; and
  • Strong computer skills; Advanced level capability in scheduling software (Primavera); Ability to learn other systems such as Cobra.

Experience:· Minimum of 4-6 years of progressively more responsible work experience in Project Management.Education:· University degree or college diploma in a relevant field from an accredited school.Security clearance eligibility required:Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.Why CNL?Does working with a team across Canada to advance nuclear science and technology for a clean and secure world speak to you?
