The Finance Branch (FIN) is responsible for developing and applying budgetary, accounting and financial policies and procedures and for the efficient financial management of the approved budget in accordance with the Financial Regulations and Rules, the Assembly and Council directives. FIN is composed of two sections: Accounting Services (ASV) and Financial Services (FSV). The Extra-budgetary Finance Unit is an integral part of FSV, providing finance-related advice and services in budget development, controls, monitoring and reporting related to the revenue generating, resource mobilization and other extra-budgetary activities of the Organization. The incumbent will report to the Head, Extra-budgetary Finance Unit of FSV, with whom s/he consults on complex accounting and financial management issues in support of Implementation Support, Resource Mobilization, Revenue and Product Management, Training, and Cost Recovery.ResponsibilitiesFunction 1 (incl. Expected results) Participate in the budgeting activities of the unit, achieving results such as: • Initiate the preparation and maintenance of templates, staff costs tables, cost recovery rates and other data for budgets and forecasts. • Provide input to programmatic staff on the budget codes to be used, based on approved budgets or as instructed by management. • Maintain correspondence with bureaus with respect to collection of input for budget and forecast, and solicit timely submission of templates and consolidates them for review. Function 2 (incl. Expected results) Contribute to the monitoring and reporting on the progress of implementation of extra-budgetary activities, achieving results such as: • Collect input from programmatic staff for the preparation of routine budget performance reports; verify input against ERP data, validating variances between approved budgets and forecast and actual expenditures. • Update routine financial reports to donors for projects funded from extra-budgetary contributions. • Communicate with the Accounts Receivable Unit and programmatic staff to ensure that extra-budgetary contributions receipts are timely recorded and allotted to projects as stipulated by donor agreements and in accordance with policies and procedures. • Provide input for the preparation of the annual Financial Statements, Council Working Papers and other reports and presentations to internal and external stakeholders. Function 3 (incl. Expected results) Prepare accurate and timely reconciliations and IPSAS-compliant accounting entries, achieving results such as: • Prepare accounting entries, financial reports and reconciliations to ensure that revenue, deferred revenue, and accruals are accounted for and complete in accordance with relevant International Public Sector Accounting Standards (IPSAS). • Prepare account reconciliations and drafts, adjusting entries as required for the month- and year-end accounting closure. • Communicate with Accounts Receivable, Accounts Payable, Payroll, and Treasury to ensure that all transactions have been processed in the ERP system prior to month-end closure. • Follow up and take necessary actions to resolve issues regarding the unreconciled items. • Review trial balances and accounting records to ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained for extra-budgetary activities. • Monitor, reconcile and prepare accounting entries for cost recovery purposes in accordance with the ICAO cost recovery policy. Function 4 (incl. Expected results) Maintain accurate administrative records and participate in the review and improvement of ERP systems, policies, and procedures, achieving results such as: • Provide input on the review of policies and procedures; communicates with ICT on improving existing reports and creating new reports based on management and programmatic areas’ requirements. • Update and maintain ERP chart of accounts segments such as award, project and activity. • Draft a range of documents and correspondence and organize meetings and workshops. • Maintain the Unit’s documents repository, administrative records, and intranet pages.
