We are committed to ensuring a workplace where everybody feels valued and are enabled to succeed in their work and contribute to delivering on our mission.Role Purpose: The Head of Internal Audit and Investigations is responsible for all internal audits, project audits and investigations of Concern. They oversee and/or manage investigations into alleged fraud, corruption, SEA, waste of resources, abuse of authority or other misconduct and violations of regulations, rules and administrative instructions. Through audits, investigations and advisory work, the Head of Internal Audit and Investigations promotes good practice, reduces risk and reports on misconduct.Responsibilities:Internal Audit
- Lead the development of a best practice, risk based Internal Audit programme covering Concern’s operations in Africa, Asia and the Caribbean as well as the activities carried out by Concern Worldwide in Ireland, the UK and – as may be agreed – the USA.
- Develop a strategic plan for Internal Audit, aligning with Concern’s long term organisational objectives for the Internal Audit & Investigations functions.
- Manage the Internal Audit function, including the preparation of audit plans, scheduling and ensuring audits are appropriately staffed. This may include engaging consultant auditors for technical assignments.
- Ensure methodical documentation of audit planning, fieldwork testing results, findings and recommendations. Ensure follow up on findings and corrective actions.
- Work with the Internal Audit Manager to ensure Internal Audit manuals, work programmes and templates are developed and maintained in compliance with internal audit standards.
- Work with the Internal Audit Manager to ensure internal audit induction training is provided to all new country management team members as well as delivery of ad-hoc trainings on internal audit to staff.
- Brief the Senior Management Team and the Audit & Risk Committee on audit plans, programmes and findings.
- Conduct any reviews or tasks requested by Directors, the Audit and Risk Committee, Chief Executive or Chief Operations Officer (COO), provided only that such reviews and tasks do not compromise the independence or objectivity of the internal audit function.
- Coordinate with the external auditors and ensure that each party is not only aware of the other’s work but also well briefed on areas of concern.
- Liaise as may be appropriate with external agencies on donor specific audits.
Investigations
- Manage the investigation of frauds reported within the organisation – assign or act as an investigation manager as needed and keep all relevant parties up to date as to on-going investigations and action taken.
- Oversee the register of frauds and use it to provide Country Management Teams with lessons learned re how to detect / prevent such frauds in their own country of operations.
- In consultation with the Director of Safeguarding, Investigations Manager and the HR Director, assess all safeguarding allegations received and decide which allegations need to be investigated in full.
- Manage safeguarding investigations – in collaboration with the Investigations Manager assign an investigation manager as needed and keep all relevant parties up to date as to on-going investigations and action taken.
- Work with the investigation manager to ensure Investigation Guidelines (and related procedures) are developed and maintained.
- Work with the investigation manager to ensure investigation training is carried out across the organisation.
- Ensure organisation-wide awareness campaigns on fraud, misconduct reporting and other key topics are delivered on a periodic basis.
- Attend and provide relevant updates for the Serious Incident Monitoring Group.
- Ensure serious safeguarding incidents are reported to the Board Safeguarding Focal points.
Leadership
- Manage and support the Investigations Manager and the Internal Audit Manager in their development and in all other aspects of their work.
- Build and maintain relationships with employees at all levels, seeking to become a trusted advisor.
- Uphold and promote Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
Other
- Participate in organisational working groups as required.
- Participate in the Audit & Risk Committee meetings (5 times a year). Coordinate and assist with the preparation of the Committee materials.
- Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing learning and best practice.
- Carry out other tasks as appropriate under the direction of the COO.
- Actively participate in any emergency response as and when required.
Role Holder Requirements:
- Degree in accounting, finance, business administration, public administration, or a related field.
- Member of a recognised body of accountants and/or the Chartered Institute of Internal Auditors.
- Eight years progressively responsible experience in performance auditing in one or more of the following fields: Financial/Operational Auditing; External/Statutory Auditing or Investigations; Information Systems Auditing.
- At least 3 years of work experience in an international NGO and previous experience as a manager.
- Thorough understanding of the principles and application of good corporate governance, business and operational risk and control processes and procedures
- Thorough knowledge of audit procedures, including risk driven audit planning techniques and methods used to examine, verify, and analyse business and financial operations, information, records, statements, and reports, and the requirements of the Standards for the Professional Practice of Internal Auditing.
- Experience of developing guidelines/manuals and training staff.
- Strong communication skills.
- Strong IT skills and good working knowledge of excel and word.
- Fluent spoken and written English and ability to communicate clearly and effectively, both orally and in writing. Knowledge of French is desirable.
- Excellent organisational and planning skills as well as analytical and problem-solving skills.
- Ability to work under pressure often to strict deadlines.
- Flexibility to deal with urgent and unexpected issues.
