• Provide legal advice, performs legal research, prepares legal documentation, and provides policy recommendations.
• Perform the full range of litigation activities arising under the Clean Water Act; Clean Air Act; Toxic Substances Control Act; Safe Drinking Water Act; Resource Conservation and Recovery Act; National Environmental Policy Act; Comprehensive Environmental Response, Compensation and Liability Act; Federal Insecticide, Fungicide and Rodenticide Act; and others.
• Draft Agency determinations, proposed regulations, and Federal Register Notices.
• Perform negotiation, informal dispute resolution, and Region representational work.
• Perform liaison and specialized team work.

All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.You must self-certify annually and in writing that you hold an active bar membership.If you are selected, you may be required to complete a one-year trial period.If you have not yet passed the bar exam, offer of employment will be contingent upon admission to the bar.If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.#LI-OnsiteQualificationsNOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below:To qualify for the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level defined as providing legal counsel on technical and legal issues, developing and implementing strategic enforcement response, making policy and legal recommendations, briefing senior managers, working with other EPA offices, the U.S. Department of Justice, state and tribal partners and outside counsel in administrative and judicial enforcement proceedings. In addition, you need to have experience with all legal aspects of the federal criminal enforcement program, including researching and resolving legal and factual questions that arise during criminal investigations and prosecutions involving the federal environmental statutes, as well as other criminal offenses under the U.S. Criminal Code. The selected individuals will work directly with agents from EPA’s Criminal Investigation Division (CID) to develop cases and with the U.S. Attorney’s Office to draft complex legal memoranda, prepare discovery, indictments, plea agreements, search warrants, motions, trial briefs and other criminal litigation documents. The individual may be appointed as a Special Assistant U.S. Attorney, and in that capacity may assist with grand juries, case negotiations, hearings, and trials for various environmental criminal cases on behalf of EPA. A candidate must possess superior legal research and writing skills, strong verbal communication skills, and excellent analytical skills, and must work well as part of a team, and should have experience in negotiation and litigation.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
