Details:Mission and objectives:The UN Secretariat Department of Operational Support (DOS) is a global operational support provider with a mission of supporting clients across the 235 UN Secretariat entities and other partners fulfill their mandates by providing solutions that are effective, efficient, and responsible. Subsequently, within the UN Secretariat DOS sits the Division for Special Activities (DSA), which offers specialized cross-cutting capacity working across special situations, operational support partnerships with non-Secretariat entities and improvement of service delivery.The Improving Service Delivery (ISD) Section falls under the DOS-DSA described above, and maintains a vision for improving service delivery through the development of the Secretariat’s global operational support architecture as set out in the Secretary-General’s report A/78/391. ISD’s implementation and work is guided by the Management Committee, established the following set of framework principles:
- A partnership with existing service providers, led by the Department of Operational Support (DOS), to develop the Secretariat’s existing operational support architecture;
- A commitment to increasingly provide shared support services through the Secretariat’s existing structure and locations;
- Locating support services closer to primary decision-makers where possible, while optimizing shared
services across the Secretariat through either global, regional, or local service providers;
- Strengthening collaboration in support with United Nations agencies, funds, and programmes at the
global, regional, and local levels; and
- An integrated, collaborative approach across the Secretariat in developing the global operational
support architecture.The ISD operates with three work streams: 1) Integration, 2) Harmonization, and 3) Improvements.Context:The Improving Service Delivery Section develops the UN Secretariat’s global operational support architecture with five main objectives:
1. Optimizing economies of scale
2. Harmonization and interoperability across Secretariat support processes
3. Elimination of duplication and reduced footprints in insecure and remote locations
4. Global stewardship based on best practice process
5. Collaboration with non-Secretariat UN service providers based on comparative advantageWithin this framework and the Secretary-General’s System-wide “Efficiency Agenda” is the Common Back Office (CBO) Initiative. The CBO Initiative aims to establish CBOs for 50 non-crisis UN Country Teams by centralizing operational functions in-country to facilitate greater efficiencies and better empower Secretariat entities to accomplish their mandates and development outcomes.Research on Operational Industry Standards and Best Practices is required to support implementation of the CBO Initiative described above.Task type:ResearchTask description:We are looking for one (1) Online Volunteer who has experience in operational research, management consulting, and/or business administration and operations with excellent English writing skills. The task will include the following responsibilities:
– Discuss and determine parameters for the research with Programme Management Officer
– Identify and gather research references and sources
– Conduct research and provide weekly updates to Programme Management Officer during meetings
– Develop a five-page Compilation Report on Operational Industry Standards and Best Practices covering key operational functions and processes (e.g., HR, Procurement, Administration, ICT) and annexed list of research sources.The average estimated workload is expected to be 16-20 hours per week over 4 weeks. This includes roughly reviewing 2-3 source documents (these can include articles, studies, academic papers, etc.) every week.Requirements:Candidates should have strong research and analytical skills. Background knowledge and working experience in business administration, management consulting, and operational and management research is desirable. A degree in business administration, public administration, and international affairs is considered an asset. Native speakers or working level of English language is required.Work Hours: 16-20
