The incumbent serves as the Bioterrorism Laboratory Program Advisor, reports to the Preparedness Director and works under very general supervision. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.Supervises and coordinates the activities of two full-time Bioterrorism Training Coordinators and one OPS Training Coordinator. Monitors and coordinates the LRN Sentinel Laboratory training throughout the State of Florida to include program content and delivery. Coordinates the production and acquisition of Sentinel Lab training materials and assures these materials are updated as needed. Monitors drills and exercises for completion. Assures that BT training documentation (e.g., rosters, participant information forms, etc.) is collected and entered into BT database and CE Broker.Monitors projects related to the CDC cooperative agreement for BT and CT preparedness in order to keep the Project Owner (the Preparedness Director) informed of progress and gaps. Assures that all required reports are completed and submitted on time. Monitors the Sentinel Lab data base to assure required information is present.Serves as the Program Manager for BT and CT grant funded activities. Responsible for the laboratory portion of the annual grant application renewal process.Attends PHP meetings and conferences and participates in conference calls related to laboratory aspects of CDC cooperative agreement for BT preparedness. Coordinates and facilitates meetings and conference calls for the Interagency Work Group. Assists with updates to the State of Florida Comprehensive Laboratory Response Plan.Serves a Contract Manager for CDC cooperative agreement contracts, e.g., First Responder Training, Packaging and Shipping training, CAP LPX, on-demand courier service.
