Rape Crisis North East CLG is recruiting for the post of Manager for its service based in Dundalk with outreach in Meath and Monaghan.Rape Crisis North East (RCNE) CLG is seeking applications from suitably qualified persons who wish to be considered for the post of Manager. RCNE is a non-governmental organisation (NGO) that provides support to people who have experienced and are survivors of rape and other forms of sexual violence. RCNE is located in Dundalk, offers outreach services in Louth, Meath and Monaghan, and works in collaboration with other relevant domestic, sexual and gender-based violence (DSGBV) services in the region.Key Responsibilities and Duties:
We are looking for a committed and highly motivated person who is confident and excited about leading RCNE and its dedicated team of staff to grow and develop the outreach services within the North East region. The post is a full-time permanent post with a salary of 70,000. The role requires the manager to oversee the service delivery, operational and financial activity. The position encompasses both managerial and administrative responsibilities which include:Administration

  • Contribute to the development, implementation and management of the service level agreements.
  • Ensure the efficient management and administration of the RCNE service.
  • Execute assignments in accordance with agreed plans, budgets and deadlines.
  • Ensure deadlines are met and that service levels are maintained.
  • Prepare regular reports on the progress of work against the operational plan for monthly reporting to the Board of Directors.
  • Advise, promote and participate in the implementation of innovations in service delivery.
  • Participate in and lead project working groups, and with Board approval represent the RCNE on committees as required.
  • Build and maintain relationships with key stakeholders to gather support for new initiatives.
  • Gather information from a variety of sources to ensure decisions are in line with local and national agreements.
  • Ensure regular two-way communication happens between all staff and Board members.
  • Provide administrative support for meetings and attend as required.
  • Maximise the use of technology to advance the quality and efficiency of service provision.

Customer Service

  • Promote and maintain a person-centred environment by ensuring clients are treated with dignity and respect.
  • Seek feedback as required from clients to evaluate service and implement change
  • Develop the website and social media platforms operated by RCNE and ensure they are up to date, functional and monitored.
  • Develop an annual strategy for fund raising in collaboration with staff and Board Members.

Human Resources / Non-Clinical Supervision of Staff

  • Supervise and enable employees to carry out their responsibilities, ensuring appropriate delegation of responsibility and authority.
  • Engage in the payroll process for the RCNE staff.
  • Review the conduct and completion of assignments of staff in accordance with the operational plan and expected quality standards and Board requirements e.g. Performance Achievement, Workload assessment, Development of triage systems etc.
  • Manage the performance of staff, dealing with underperformance in a timely and constructive manner.
  • Conduct regular staff meetings to keep staff informed and to hear views.
  • Create and promote a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships with other teams and disciplines.
  • Solve problems and ensure decisions are in line with local and national agreements.
  • Assist in the development of proposals for funding to recruit staff and obtain resources.
  • Identify and agree training and development needs of team and design plan to meet needs.
  • Pursue and promote continuous professional development in order to develop leadership and management expertise and professional knowledge.
  • Update and develop policies for the service and ensure they are implemented by staff.
  • Complete the review, update and enhancement of the RCNE Employment Handbook.
  • Oversee all health and safety protocols

Service Delivery and Service Improvement

  • Promote and participate in the implementation and management of change within the service.
  • Proactively identify inequities/inefficiencies in service administration and implement solutions to improve service delivery, in line with legislation and benchmarking against best practice structures.
  • Maintain a good understanding of internal and external factors that can affect service delivery including awareness of local and national issues that impact on own area of work.
  • Embrace change and adapt local work practices accordingly by finding practical ways to make policies work, ensuring team knows how to action changes.
  • Encourage and support staff through change processes.
  • Re-establish the sub-committees to support the work of the service and Board e.g. financial, clinical etc.
  • Maximise the use of ICT, demonstrating excellent computer skills particularly Microsoft Office (including Excel), Outlook, Report writing etc.
  • Demonstrate the ability to effectively plan and manage resources, effectively handle multiple projects concurrently, structuring and organising own workload and that of others effectively.
  • Embrace and promote the change agenda, supporting others through change.
  • Demonstrate flexibility and initiative during challenging times and an ability to persevere despite setbacks.

  • Demonstrate numeracy skills, an ability to analyse and evaluate information, considering a range of critical and complex factors in making effective decisions. Recognise when it is appropriate to refer decisions to Board Members.
  • Demonstrate initiative in the resolution of complex issues / problem solving and proactively develop new proposals and recommend solutions.
  • Ability to confidently explain the rationale behind decisions when faced with opposition.

Standards, Regulations, Policies, Procedures & Legislation

  • Contribute to the development of policies and procedures and ensure consistent adherence to procedures and current standards within area of responsibility.
  • Effectively discharge the day to day operations, including compliance with the Funders’ regulations and all RCNE policies and procedures.
  • Engage with commissioned services such as insurance, legal, audit etc.
  • Maintain own knowledge of relevant policies, procedures, guidelines and practices to perform the role effectively and to ensure standards are met by own team.
  • Maintain knowledge of the DSGBV sector-specific issues, strategies, regulations and legislation including ‘Zero Tolerance: 3rd National Strategy on DSGBV 2022-2026’ and its national implementation plan.
  • Maintain own knowledge of relevant regulations and legislation e.g. CRO Financial Regulations, Charities Regulator, Health & Safety legislation, Employment legislation, FOI Acts, GDPR etc.
  • Have a working knowledge of the regulatory Bodies for the service and the Counsellors and other standards as they apply to the role.
