The Council selects the Mayor. The City Council appoints the City Manager, City Clerk, and City Attorney for indefinite terms. With the exception of the City Clerk and City Attorney staffs, all other staff appointments throughout eight City Departments, and oversight of the daily operations by more than 650 employees, are the responsibility of the City Manager. The City’s most recent strategic plan guides the organization through 2028 and identifies our core values of climate action, racial equity, social justice and human rights, and partnership and engagement.Deputy City Manager PositionThe Deputy City Manager works closely with the City Manager on a broad range of projects, programs and other activities involving city government administration. The position manages assigned City Departments and Divisions. The Deputy City Manager helps lead collective bargaining with our three public sector unions and coordinates the review and presentation of the City’s operating and capital budgets along with the Finance Director. The position serves as Acting City Manager in the absence of the City Manager. There is direct supervision of 2-8 employees.Essential Functions

  • Communicates and coordinates work with administrative staff at all levels regarding matters involving City services and projects.
  • Prepares for and attends City Council meetings, follows up with staff on direction provided from City Council, and communicates and assists Council members as needed.
  • Makes presentations and represents the City of Iowa City at various community events and meetings.
  • Serves in interim Department Director or Division Head roles as assigned by the City Manager.
  • Coordinates and participates in collective bargaining including contract proposals, negotiations, impasse processes and other contractual matters including grievance procedures.
  • Leads the budget review process with the Finance Director, works with departments to refine budget requests as appropriate and assists in presentation of the budget to the City Council.
  • Prepares internal and external correspondence, conducts research and drafts administrative materials including but not limited to reports, policy memos, program rules, requests for proposals and resolutions.
  • Manages special projects as assigned by the City Manager.
  • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community.
  • Performs all other related duties as assigned.

Candidate RequirementsMaster’s degree in Public Administration, Urban Planning, Business Administration or related from an accredited educational institution and five years related experience required. Experience in municipal government required. Valid State of Iowa driver’s license with satisfactory driving record required. Must reside in the municipal limits of the City of Iowa City. Must pass criminal background check.Seven years of related experience, additional supervisory experience in municipal government, and experience with municipal budgeting and finance preferred.Compensation and Benefits

  • Salary schedule. Starting salary commensurate with experience. Position range of $117,228.80 – $187,595.20.
  • Medical Insurance. Provided for employees through Wellmark Blue Cross and Blue Shield. Employees contribute 12% of premium for coverage selected.
  • Dental Insurance. The City provides dental insurance for employees through Delta Dental. Employees have the option of purchasing family dental coverage.
  • Vision Insurance. The City makes available an optional vision plan for employees and family through Delta Vision. Coverage is paid fully by the employee.
  • Section 125 Plan. The City offers premium conversion and medical spending account, and dependent care spending accounts through a pre-tax Section 125 plan.
  • Life Insurance. The City provides life insurance coverage in an amount equal to annual salary.
  • Supplemental Life Insurance. Employees may purchase supplemental life insurance for themselves and their dependents.
  • Long term disability. The City provides long term disability coverage at no cost to the employee.
  • Sick Leave. City employees accrue sick leave at the rate of one day per month, up to a total of 1440 hours.
  • Vacation. City employees accrue vacation at a rate of one day per month for the first five years of employment. Accrual rates increase every five years.
  • Paid Family and Parental Leave. City employees with at least two weeks of paid accrued leave are eligible for up to four weeks of paid leave at 70% with the option to supplement to 100% of pay after their first year of employment.
  • Holidays. City employees receive 11 holidays and one personal day each year.
  • Longevity Pay. Longevity pay of $325 annually is paid following five years of service. Longevity pay increases in five-year increments.
  • Deferred Compensation. Employees may voluntarily join a deferred compensation program which includes a post-tax Roth IRA option administered by the City.
  • Iowa 529 College Savings Plan. Employees may voluntarily contribute to a College Savings Iowa Plan account through payroll deduction.
  • Pension Plan. Iowa Public Employees’ Retirement System.
