The ultimate goal is to successfully assist Member States in implementing a comprehensive UAS image interpretation training course that enhances participants’ capabilities in analysing and exploiting UAS-derived imagery and video data for operational decision-making. The course will be delivered in person and will incorporate lessons learned from operational contexts. As a result, Member States will be better equipped to interpret UAS data effectively, producing actionable intelligence to support higher-level strategic and operational decisions. Additionally, critical feedback and lessons learned from the training will be documented and integrated into future iterations to ensure continuous improvement and relevance to evolving Member States’ needs.Work LocationHome basedExpected duration3 monthsDuties and ResponsibilitiesUnder the overall supervision of the Chief of the Special Projects Section, Special Projects and Innovation Branch (SPIB), and the direct supervision of the AROS Programme Coordinator, the incumbent will perform the following functions: • Provide substantive support to creating and structuring a UAS image interpretation training course, focusing on practical applications for operational and strategic decision-making for Member States. • Support the development of training modules that cover image and video analysis techniques, ensuring they are tailored to meet the needs of Member States agencies operating in diverse environments. • Provide recommendations for integrating real-world scenarios and case studies into the course content to enhance learning outcomes. • Work closely with instructional designers to create a coherent and student-friendly course layout, incorporating multimedia elements where applicable. • Apply extensive operational experience in UAS missions to provide expert input on course content, ensuring that it aligns with real-world operational needs. • Incorporate lessons learned from previous UAS operations into the course, highlighting both challenges and effective practices in imagery interpretation. • Offer guidance on how image and video data can be processed and analysed to produce actionable intelligence reports for high-level decision-making. • Support the design and implementation of an assessment framework to evaluate the effectiveness of the course. • Gather feedback from participants and stakeholders, identifying areas for improvement and recommending updates to the training program. • Participate in post-course reviews to document critical lessons learned and incorporate them into future iterations of the training. • Provide written recommendations on the future direction of UAS image interpretation training programs and potential areas for expansion. • Other relevant tasks identified by the Programme Management Officer.Qualifications/special skillsAdvanced University Degree (Masters or equivalent) in Engineering, Geographic Information Systems, Explosives, National Security/Defense/Military studies, Aerospace or similar. A combination of relevant academic qualifications and extensive practical experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of experience in the operational use of UAS, with a strong focus on imagery and video data analysis for mission-critical applications. Proven experience in designing and delivering technical training programs, particularly related to UAS operations and data analysis. Previous experience in designing and/or delivering training to law enforcement, defense, national security and other government officials. Previous experience at the operational and tactical level in the use of Imagery and or ISR capabilities is desirable.LanguagesProficiency in English is required; Proficiency in French is an advantage.
