This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic in Obo and its sub-sector and offices. The incumbent will report to Chief Engineering.ResponsibilitiesWithin delegated authority, the Facilities Management Officer will be responsible for the following duties: Operations -Oversee technical and administrative work in the technical and general engineering activities in the missions, related to construction and maintenance activities such: ground maintenance, accommodation, etc. -Implement projects, or parts of larger projects, relating to the construction or repair of buildings, facilities or related structures. – Coordinate specific work projects with other units within the section. – Oversee and evaluate work performed by contractors. – Monitor and report on progress of engineering projects. – Manage and control engineering assets at the work site. – Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts. Administration – Manage budget allotments for engineering works being responsible for. – Plan, direct, and coordinate activities of either UN staff and/or contractor’s staff, including out sourcing type of contracts, and all related administrative work and supervision of personnel. – Plan and design specifications for projects. – Determine materials, dimensions and quantities to be included in project specifications. – Develop statements of work for contractual services. – Oversee technically evaluating bids and proposals for construction projects. -Identify resource requirements for his/her area of responsibility in connection with budget preparations. -Prepare and follow-up work orders for engineering works. -Liaise in coordination with a Chief Engineer regularly with Security and Safety, Environmental, Health and Logistics Services. -Coordinate with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities. – Periodically provide inputs for assessment of performance levels of assigned local and international staff. – Perform other related duties as required.CompetenciesPROFESSIONALISM: Shows pride in work and in achievements. Meets timeline for delivery of products or services to client.EducationHigh school diploma or equivalent is required.Job – Specific QualificationA Recognized and valid License in one of the trade areas: carpentry, plumbing, welding, or similar is desirable. Supplemental academic qualifications or training in Civil Engineering; Business Management; Contract Administration; or related area is required.Work ExperienceAt least ten (10) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance and operations of facilities is required. Experience in managing support services of international operations in a post conflict environment is desirable. Experience providing facilities management services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
