Posting Type: Internal and ExternalGENERAL DESCRIPTION:Under general supervision, the Operations Lead, Rural will lead the daily operations for rural municipal services, such as, but not limited to, streets, roads, parks, water/sewer deliveries, landfill site, airport operations, and sales of aggregates. This involves organizing, developing, assigning, coordinating, evaluating, and prioritizing work by teams engaged in rural municipal operations. This position is in the Hamlett of Fort Chipewyan and is approximately 223 Kilometres north of Fort McMurray. All candidates will be considered for this role, however local applicants will be given preference.RESPONSIBILITIES:

  • Facilitates morning toolbox talks and check ins throughout and at the end of the day with staff.
  • Reports issues with staff, equipment, and the public to direct supervisor.
  • Ensures staffing levels are adequate to meet the schedule for the day.
  • Operate equipment as per pre-determined plans/schedule and the established safety and performance standards.
  • Assist in field operations, including general labour and equipment operations, and performing minor servicing.
  • Respond to public enquiries and provide assistance as needed, deal with the public in a polite manner.
  • Build effective teams by providing coaching and mentoring.
  • Provide input into and mentor staff on all applicable Administrative Directives, policies, and procedures.
  • Monitor performance and attendance and report to the Supervisor as required.
  • Prepare and communicate job standards and set work performance expectations.
  • Ensure staff members have the necessary training and meet the competency requirements applicable to their task.
  • Mentor and assist staff on safe work procedures and OH & S compliance.
  • Provide short-term work plans and ensure that the labour, material, and equipment required to accomplish tasks is available.
  • Provide input on service standards and safe work procedures to strive for continuous improvement.
  • Authority to stop municipal and contractual work in the event that inefficient, ineffective, possible damage or safety related situations occur.
  • Responsible for decision making, problem solving, and conflict resolution as it relates to work tasks.
  • Ensure adequate inventory of equipment and supplies.
  • Coordinate work tasks with colleagues and internal/external stakeholders.
  • Assign duties to staff.
  • Perform other related duties as required.

QUALIFICATIONSKNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to read, interpret, and apply equipment manuals, diagrams, operating procedures, and work plans.
  • Ability to understand/follow verbal and written instructions, keep simple records, communicate respectfully with coworkers, and work effectively in a team environment.
  • Considerable knowledge of safety precautions, methods, and techniques employed in operation of equipment.
  • Ability to speak Cree or Dene is an asset.
  • Ability to operate a range of equipment under varying conditions, being aware of surroundings and conditions at all times.
  • Strong observational skills, with the ability to detect minor defects in equipment used.
  • Strong time management and organizational skills.
  • Ability to develop an effective work environment.
  • Ability to lead staff by planning, prioritizing, supervising, and directing the work of staff.
  • Thorough working knowledge of computers (word processing, spreadsheets, e-mail).
  • Ability to complete training as required to improve/maintain skills or to ensure adherence with regulated standards.

EDUCATION AND EXPERIENCE:

  • Diploma with three (3) years of related experience is required. This experience must include two (2) years of experience in a leadership capacity.

OR

  • Completion of a one (1) year college certificate in a related field or an Applied Leadership Certificate, with five (5) years of related experience is required. This experience must include two (2) years of experience in a leadership capacity.
  • Previous experience working in municipal operations is an asset.
  • Previous experience with potable water and sewer vacuum trucks is an asset.
  • A valid Airside Vehicle Operations Permit, Certificate of Proficiency in Radio-Aeronautical, a SWANA Basic Landfill Operator Certificate, and Alberta Composting Certificate are assets.
  • Valid First Aid, including CPR or willingness to obtain it within 90 days of hire.
  • WHMIS Training within 30 days of hire.

OTHER REQUIREMENTS:

  • Submission of a Criminal Record Check.
  • A valid Class Three (3) Operator’s Licence with Q-endorsement (Air brakes) is required.
  • A valid Class One (1) Operator’s Licence is considered an asset.
  • Pre-employment testing may be required as part of the interview process.
  • Ability to work in an office environment and outdoors.
  • Ability to drive/operate vehicles and equipment in all weather conditions.
  • Ability to sit for long periods of time, climb in and out of equipment, work from heights, and maintain a high degree of accuracy and concentration despite distractions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • May be required to work on call, including a rotating shift that includes statutory holidays, nightshift and weekends.
  • Immunizations are strongly recommended for work in unsanitary conditions.
