  • Manages centrally administered programs/projects that affect broad mission areas, such as the democracy, governance, peace, and security sector activities in assigned Middle East and North Africa countries.
  • Directs field support, manages and oversees activities in limited and non-presence programs in the Middle East that may include pilots and research.
  • Assists the Middle East in advancing the state-of-the-art and in improving approaches in areas of democracy, governance, peace, and security.
  • Represents Bureau in interests to senior-level and other government officials, representatives of private sector and NGO entities and advises on “best practices” for democracy and governance on country-specific interventions.
  • Reviews and analyzes regional and country data and provides the Bureau with analyses of the effectiveness of major democratic reforms for policy and strategy directions and resource allocation decisions.
  • Manages, prepares or coordinates preparation of reports (financial and technical), briefings, conferences, workshops, publications, and training.

RequirementsConditions of Employment

  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.

QualificationsSpecialized Experience: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) providing guidance and analysis to other operating units and senior leadership regarding democracy, governance, peace and security programming; (b) serving as an expert on challenging issues related to democracy, governance, peace and security issues; (c) providing technical advice across and collaborating with diverse individuals and organizations to develop partnerships around action-oriented goals in the democracy, governance, peace and security arena and (d) designing and managing development programs, especially democracy, governance peace and security programs, aimed at engaging diverse stakeholders in an international context (such as via Department of State, USAID, or other donors).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
