Reporting to the Senior Director, Procurement Services or Delegate and following the directives of the Senior Buyer on day-to-day matters, as required, on various procurement files, the incumbent is a resource person who supports the Buyers and Senior Buyers in determining, in concert with university users, the material requirements and devises procurement strategies to best meet such requirements. The Assistant Buyer generates purchase orders, blanket orders and procurement contracts.PRIMARY RESPONSIBILITIES

  • Execute procurement support operations such as, but not limited to, assisting users in defining their needs, obtaining procurement approvals, soliciting bids from vendors, negotiations with approved vendors, guide and inform users on the proper procurement practices.
  • Assist with the review of tender documents for the procurement of goods and services; assist with bids analysis (Requests for Quotations and Calls for Tenders), assist with vendor selection analysis.
  • Create purchase orders in accordance with University policies and procedures.
  • Maintain auditing documentation; assist in expediting orders, co-ordinate deliveries with Distribution services. Address issues with suppliers concerning late deliveries, damaged goods and invoice credits; Review and resolve any issues with vendors.
  • Provide assistance in contract management in regard to the administrative aspects.

Ensure proper maintenance and organization of procurement records; assist with reporting and tracking.

  • Perform other tasks in support of the Procurement Services Department.

QUALIFICATIONS

  • Diploma of Collegial Studies (3 yr) in Business Administration or in a field related to the primary responsibilities and two to four years of related work experience in a procurement capacity.
  • Experience with LCOP (Loi sur les Contrats des Organismes Publics) regulations.
  • Experience working with the main Procurement systems (SAP/Ariba).
  • Knowledge of the principles of procurement and negotiating
  • Good knowledge (Level 4) of spoken and written English, and good knowledge (Level 4) of spoken and written French, in order to communicate with clients and vendors, write correspondence and reports, and prepare Calls for Tenders and contracts.
  • Intermediate knowledge of Word, Excel, Power Point and Access
  • Excellent interpersonal and communication skills, with ability to work as part of a team.
  • Demonstrated organizational skills and ability to perform under pressure.
  • Sound negotiation skills and broad business acumen.
