  • Developing and leading a comprehensive and strategic approach to Indigenous relations that facilitates meaningful opportunities for two-way sharing of information about CNL’s projects, plans and activities, as well as the priorities, interests and world view of Indigenous Nations, communities and organizations.
  • Seeking input and feedback on CNL’s projects, plans and activities through engagement with representatives, including staff, community leadership and consultants of Indigenous Nations, communities and organizations with treaty rights and/or interests in lands affected by CNL activities.
  • Facilitating interactive and meaningful opportunities for dialogue with Indigenous representatives through meetings, site visits and virtual appointments; communicate and explain in plain language the details of day-to-day activities and longer-term project planning; provide regular updates on scheduled work and notification of changes and planned/unplanned events.
  • Leading the co-development and/or negotiation, with each nation or organization, of community-specific engagement and communications strategies, relationship agreements or memorandums of understanding, as well as community contribution/funding agreements.
  • Coordinating opportunities for community capacity building in areas such as environmental protection.

Tracking activities related to memoranda of understanding, relationship agreements and other agreements as well as community-specific engagement and communications strategies. * Ensuring all interactions with representatives of Indigenous Nations, communities and organizations and related pertinent information are documented and filed per CNL corporate record requirements and as required by regulatory licencing.

  • Leading and/or contributing to the development of Indigenous engagement sections of regulatory and/or other project reports and plans.
  • Leading the translation and application of traditional knowledge considerations into project planning, monitoring and verification processes.
  • Helping maintain alignment in approach to Indigenous relations across CNL, advance corporate efforts towards Reconciliation, and support AECL in fulfilling its Duty to Consult obligations.
  • Providing strategic Indigenous relations-related advice, guidance and mentorship to CNL leadership, staff and consultants involved in all aspects of CRL and other projects. Advise CNL colleagues on the importance of incorporating sufficient time for progress on Indigenous-related commitments and related considerations into broader planning, scope and schedule for project activities.
  • Raising awareness of existing and potential indigenous concerns or issues. Play a key role in mitigating and/or managing Indigenous issues and concerns by proactively identifying and resolving challenges and working with CNL staff to either resolve issues or escalate to CNL management and to AECL as needed.
  • Acting as the first point of contact and being available to Indigenous community members and representatives by phone, email, and, where appropriate, in person, and ensuring timely response or escalation of concerns/issues as required. Represent CNL Indigenous relations at in-person events such as open houses, drop-ins and community presentations and information sessions.
  • Working closely and collaboratively with other CNL personnel involved in Indigenous and public engagement to promote alignment of strategies and approaches across CNL and advance corporate efforts towards reconciliation.
  • Acting as a mentor to more junior staff at the Officer level, sharing knowledge and lessons learned to help develop their skill set.
  • May act as a designate for the Manager, Communications & Engagement.
  • Independently interfacing with senior level staff from other organizations.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Post-secondary degree in a relevant area of study (e.g. Indigenous studies and/or communications and/or environmental sciences or related field).
  • Experience
  • Minimum of five to seven years’ experience leading two-way engagement and information sharing with Indigenous Nations, communities and organizations, including negotiating and implementing relationship agreements, and producing written reports on engagement activities and outcomes.
  • Experience as relationship builder and trusted liaison, demonstrated through integrity and authenticity, collaboration, inclusivity, and creative approaches to solving problems.
  • Understanding of traditional use studies and their meaningful integration and consideration in projects and operations.
  • Experience interfacing and successfully navigating difficult conversations with representatives of Indigenous Nations, communities and organizations, and with project teams and contractors.
  • Experience communicating one-on-one and in group forums with Indigenous Nations, communities and organizations at the member/citizen, staff and leadership level.
  • Preference may be given to applicants who self-identify as having Indigenous heritage (First Nations, Métis or Inuit).
  • Knowledge, Skills & Abilities
  • Ability to connect and promote collaborative engagement with a variety of Indigenous Nations, communities and organizations in a culturally appropriate way, and to provide advice to other staff on how to do so.
  • Understanding of traditional use studies and their meaningful consideration and integration in projects and operations.
  • Ability to develop focused and actionable engagement plans and to negotiate relationship agreements that support the planning, execution and delivery of CNL projects.
  • Ability to meet regulatory or other external party requirements for written reporting on Indigenous engagement activities and outcomes.
  • Ability to comprehend technical documents that form the basis for community engagement and public communications and to communicate technical/scientific/environmental issues in clear, understandable language. Highly organized with the ability to work under and meet tight deadlines.
  • Strong priority management and project management skills, with superior ability to work with cross-functional teams and manage multiple projects with diverse requirements and deadlines.
  • Superior interpersonal, communication (oral and written), negotiation and presentation skills, including an ability to demonstrate tact and diplomacy when managing issue-related conflicts and negotiations, and the ability to discuss sensitive subjects with Indigenous peoples and the public resulting in productive outcomes.
  • Powerful interpersonal skills to influence outcomes, gained through experience in a relationship-based position that requires engaging with many rights holders and interest holders with competing interests.
  • Compelling ability to support knowledge sharing, coaching and mentorship.
  • Strong knowledge of MS Office Suite.
  • Valid driver’s license is required.
  • Knowledge of issues affecting Indigenous communities, Indigenous engagement best practices, and Canada’s history with Indigenous peoples.
  • Ability to develop focused and actionable agreements and engagement plans in a cross-cultural setting that are both in support of a growing/changing organization and to the satisfaction of all parties involved.
  • Experience working with a multi-functional project team, preferably in a regulated, environmental remediation or construction field.
  • Security Clearance Eligibility Required
  • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom.
