Post ContextACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.The Command Group provides general support, coordination, management, administrative service and specialist advice to SACT, DSACT and COS.Chief of Staff (COS) is responsible to SACT and DSACT for the staff activity necessary to execute ACT’s mission. It is the focal point for the implementation of the Commander’s direction and guidance as well as the initiation and co-ordination of all ACT staff efforts.The Staff Advisory Group (SAG) is comprised of different competencies grouped into several offices (Political Advisor, Legal Advisor, Gender Advisor, Financial Controller, Command Auditor, Communication Branch and Pentagon Liaison). It works under the direction and guidance of COS and provides general staff support, coordination, management, administrative service, and specialists’ advice to SACT.As part of the Staff Advisory Group, the Office of Budget and Finance (BUDFIN) is the executive agent for ACT in all matters of budget and finance policy and execution. Responsibility includes all matters pertaining to Budget and Finance at HQ SACT, JALLC, JWC, JFTC and subordinate SACT elements (STRE and SEE).The Staff Officer Finance In Year Operations is responsible for the coordination all in year management of budget execution and operations.Principal Duties:

  • Assist the ACT Budget Officer in performing assigned functions.
  • Manage and Analyze budget execution and justifications for the ACT annual budgets. Serve as primary liaison officer with the Head of Fiscal Operations for in year budget execution matters.
  • Assist the Budget Officer in the development and preparation of budget and Periodic Review guidance for Headquarters and subordinate commands.
  • Screen Periodic Review submissions from Headquarters and subordinate commands and activities. Assist in screening budget submissions from subordinate commands and activities.
  • Develop and prepare the ACT Periodic Review using information submitted from Headquarters staff and other sources. Use above information from Headquarters, and subordinate commands/activities (JALLC, JFTC, JWC, and JATAC) to develop and prepare the ACT Periodic Review.
  • Assist the ACT Financial Controller and the ACT Budget Officer in defending the ACT Periodic Review at the NATO HQ screenings.
  • Coordinates with STRATMAN to ensure Programme cohesion with ACT Objectives and Priorities.
  • Provide technical budgetary assistance to staff and subordinate commands as required. Serve as the Primary POC for Budget and Fund Manager in year inquiries/daily operations.
  • Develop, prepare, and maintain the ACT Unfunded and Emergent Requirements Lists. Coordinate with the ACT Programme Management and Resource Community in the prioritization of these lists.
  • Develop and maintain statistical analysis of financial accounts and short and medium range financial forecasts.
  • Maintain ACT overall spend plan and provide regular (monthly) financial analysis and in year forecasting. Ensure in year execution and budget transfers are IAW NFRs.
  • Act as the BUDFIN representative in the EXCO meeting and coordinate BUDFIN action to support Command Taskers.
  • Act as the BUDFIN IKM/NATO Information Portal representative and coordinate BUDFIN action to support these initiatives.
  • Perform special studies as assigned. These may include examination and analysis of any activities or functions within the ACT organization, which have direct financial or budget impacts.
  • Act as a signatory or its equivalent on operating and treasury checking accounts.
  • Authority to execute Budget Transfers in accordance with NATO Financial Regulations up to EFL Level A.

Essential Qualifications / Experience:

  • University Degree in finance, accounting, business administration, economics, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Extensive experience in planning, programming, budgeting and executing resource allocations (comptrollership).
  • Knowledge and/or experience working with international accounting and auditing standards. Knowledge and/or experience in public accounting, budgeting, banking or funds management.
  • Ability to make oral presentations to an international audience formally or informally.
  • Formal on-the-job training in finance, budgeting or accounting in an international environment.
  • Previous Staff experience at large HQ, Joint Command, NATO HQ or MOD is required. Wide experience in office communication and information systems. High level of organizational, coordination and communication skills.

Language:English – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:

  • Experience in international organization financial operations.
  • Practical knowledge of military organization missions, functions, and operations.
  • Familiarization and practical knowledge working with the Oracle Financial/Planning applications.
  • Knowledge and/or experience in public accounting, budgeting, banking or funds management.
  • Graduate degree in related field.
  • Business experience outside the continental United States that uses foreign currencies.

  • Able to travel extensively with little or no organic life support in support of operational mission.
  • The position requires someone who has demonstrated experience in planning, programming, budgeting and executing resource allocations (comptrollership). It would be useful for the incumbent to have knowledge and/or experience working with international accounting and auditing standards.

  • Must be able to liaise effectively, both internally and externally with military and civilian personnel at all levels. Contacts include Deputy SACT, Chief of Staff, ACOS’s, ACT Management Board members, and personnel from subordinate commands, NATO HQ, and SHAPE.

Contribution To Objectives:

  • The incumbent contributes to mission objectives through the preparation of budgets and the ACT MTRP through which ACT resource authorizations and funding allocations are obtained.
