ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international/multilateral organizations, as well as employee engagement. ECR also manages strategic communications and stakeholder outreach for the World Bank’s Regions and Verticals and leads the management of reputation risk.The ECR UN and Multilaterals unit (ECRUN) oversees and coordinates the WBG’s institutional relationships and engagement with the United Nations (UN) system in New York and international organizations based in Geneva (including the ILO and WTO). The WBG, through its analytical work, knowledge afforded by investment and development policy lending, technical assistance, and convening power is a regular participant and/or has official observer status in these bodies.The WB office in New York manages the institutional relationship between the WBG and the UN system at large on a wide range of development issues and initiatives.ECR Is seeking an experienced and dynamic communications professional for the position of Special Representative to the UN. S/he will sit on ECR’s Management Team, will lead the ECR UN and Multilaterals unit (ECRUN), and advise on strategic UN and international organizations engagement. S/he is also expected be in frequent contact and advise the WBG senior management team.Note If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4-year term appointmentDuties and AccountabilitiesThe role of the Special Representative’s duties would be to:Relationship Management

  • Lead on, facilitate, focus and strengthen the Bank’s high-level political and strategic partnerships with the UN system and multilateral organizations.
  • Coordinate and consult with Senior Managers across the WBG on matters of both substance and procedure and bring WBG expertise to bear with the UN and multilateral organizations with a view to increase impact on the ground.
  • Build an efficient and effective partnership that is of relevance to and has impact in our client countries.
  • Facilitate the WBG’s engagement in high-level UN and multilateral organization events as appropriate, including the UN General Assembly in September.

Advice and Strategy

  • Advise on matters related to the Bank’s engagement with the UN system and multilateral organizations.
  • In collaboration with World Bank operations, contribute to the formulation of the WBG’s position on key issues of concern to both the UN and multilateral organizations and the WBG such as financing for development, including debt; engagement in countries affected by Fragility, Conflict and Violence; policy coherence; donor coordination, etc.
  • Monitor trends and developments in the UN system and multilateral organizations as well as inter-institutional issues and concerns, providing analysis and strategic guidance on follow-up actions as necessary.
  • Produce briefings for Senior Management on issues of mutual concern to the Bank and the UN and multilateral organizations (e.g. poverty eradication; financing for development; climate change; Fragility, Conflict and Violence, Science, Technology, and Innovation, etc.) and for Senior Management’s bilateral engagements with the UN system and multilateral organizations. Plus, provide support to IFC and MIGA and updates to the Board of Executive Directors.

Representation

  • Represent the Bank in key UN meetings and gatherings as directed by ECRVP e.g., the Committees of the General Assembly, Security Council, Economic and Social Council, Peace Building Commission, and other relevant UN interagency mechanisms.
  • Serve as the first point of contact for the UN, facilitating policy engagement and operational collaboration in client countries.

Office Management

  • Under overall guidance of ECR Vice President, supervise and manage all New York office staff and oversee the management and work program of the ECR office in Geneva.
  • Facilitate and host visiting missions to New York.

Selection Criteria

  • A Master’s degree (International Relations, Development, Communications/Public Affairs, Economics or other related field) plus a minimum of 12 years of relevant work experience or a Bachelor’s degree plus a minimum of 15 years of relevant work experience.
  • Excellent managerial skills and proven experience in managing staff and a heavy work program.
  • Sound political judgment, negotiation and analytical skills.
  • Capacity to think and act strategically and articulate complex technical cross-sector concepts and issues in clear terms.
  • Strong ability to work independently with minimal supervision and with high levels of accuracy and attention to detail.
  • Ability to exercise judgment, tact and discretion and actively and effectively manage sensitive matters.
  • A broad understanding of development cooperation issues and strong familiarity with the WBG’s mission, structures, and procedures. Experience in the field a plus.
  • Solid understanding of the organization, mandates and priorities of the UN and its agencies and their inner workings and processes.
  • Sound knowledge of development, including the Sustainable Development Goals.
  • Experience in fostering partnerships with other international institutions, multilateral and/or bilateral donors, and UN agencies. Strong professional network within the UN system. Experience working in the UN system is a plus.
  • Excellent diplomacy, communications, and presentation skills, both oral and written. Strong interpersonal skills and ability to work effectively with internal and external partners in a multicultural environment. Experience in working with senior officials in national or international contexts.
  • Willingness to travel to multilateral events/meetings when necessary.
  • Spoken and written fluency in English required, knowledge of another language of the UN is a plus.
