Location: OttawaQuantum Management Services has partnered with the Ottawa Catholic School Board in an executive search for a Regional Internal Audit Manager. The Regional Internal Audit Manager (RIAM) is a key role to the success of the nine school boards’ objectives within the Ontario-East Region, responsible to manage and provide an independent assessment and evaluation of internal controls, risk management and business operations.The Regional Internal Audit Manager works closely with the Audit Committee Members and Audit Chairs and is a “working” role both leading and producing alongside their teams. This position will attract the CPA, CIA, Internal Audit professional who enjoys autonomy managing a small team of Auditors and having the opportunity to build, maintain solid relationships with senior business officials, audit committees and other stakeholders. This position requires ongoing commitment, one who is a forward thinker, experienced in change management and sensitive to the needs of the school boards, schools and those they service.Responsibilities include:– Provides an independent assessment and evaluation of the internal controls, risk management and business operations of the district school boards within the region.
– Develops, coordinates, and leads in the delivery of internal audits focused on financial, operational and compliance related risk.
– Reviews and evaluates the effectiveness of internal and management controls, reliability of information, efficiency of operations, compliance with laws, regulations, and program requirements.
– Directly supervises, coaches internal audit staff, and consults with senior school board officials, the Ministry of Education, audit committee members, school board Trustees, colleagues in other regions, external auditors, and other stakeholders.
– Develops risk-based audit plans.
– Provides progress reports to the audit committees.
– Travel is a requirement covering the Ontario-East region – majority is day travel with some overnight.Qualifications:– A minimum 10 years of work-related experience, 5 years’ experience planning audits, performing audits and supervising professional audit staff.
– CPA designation is necessary, CIA is highly desirable.
– Extensive knowledge of IIA standards, standard accepted auditing standards, accounting principles, practices and advancements in audit methodologies including risk assessments and risk-based audit planning.
– Extensive experience in financial, systems audits, operational reviews; entity -wide risk assessment methodology risk-based audit planning and developing audit programs.
– Significant audit field experience at all levels of responsibility.
– The skill set to perform detailed risk assessments and develop an annual and multi-year risk-based audit plan.
– Experience in auditing governmental programs and operations.
– Knowledge of the school board sector is an asset – collaborating with supporting entities – school board Superintendents and staff, Trustees, audit committees, Principals, school council volunteers, Ministry of Education, and external stakeholders.
– Awareness and insight to potential political sensitivities.
– Ability to remain calm while navigating unexpected changes, difficult conversation and/or stressful situations.
– Proven project management, strong facilitation, and conflict resolution to ensure the internal audit deliverables are within budget.
– Excellent presentation abilities, proficiency using PowerPoint presentations, oral recap of audit results and the inclusion of detailed written reports.
– A visionary approach to developing new working groups and cohesive team building – “out of the box thinker”.
– Lead by example, demonstrated supervision, leadership abilities and motivate staff to new performance levels.
– Demonstrated strength in English written and oral communications; excellent report writing skills.
– Commitment to learning and overall professional development.
