We operate across Africa, Middle East and Asia, providing immediate relief and establishing self-sustaining development programs.Job Summary:Human Appeal is seeking a highly skilled and experienced HR Consultant to lead and conduct HR employee relations investigations across our global operations, specifically Middle East and Arabic speaking regions. The successful candidate will be responsible for ensuring adherence to local and international HR best practice, standards and labour laws, while maintaining the highest standards of confidentiality and professionalism.Key DeliverablesThe consultant is expected to carry out where and when needed the following services to support the PnC function:Conduct HR Investigations:Initiate and conduct fair, unbiased, and confidential investigations into employee-related issues across various Human Appeal locations, including but not limited to harassment, discrimination, misconduct, and violation of organizational policies.Undertake fact verification process, coordinate and conduct interviews with relevant parties, collect and analyse evidence, and make objective findings based on the investigation.The consultant shall provide comprehensive and well-documented investigation reports outlining the facts, findings, and recommended actions for each case.The Consultant shall present investigation reports to the appropriate stakeholders, ensuring cultural context is considered and findings are communicated effectively.Policy Compliance:
- The Consultant should carry out a review of current practices and provide recommendations on latest amendments/improvements to be incorporated to ensure any applicable labour laws and regulations compliance.
- Ensuring investigations are conducted in compliance with applicable legal requirements in each region.
- Collaborate with legal advisors to address complex legal considerations in different jurisdictions.
Consultation:
- Provide expert guidance and advice to the management and employees on HR matters, considering cultural diversity and regional nuances including recommendation on best practices.
- Collaborate with regional HR teams to ensure a consistent approach to HR matters globally.
Training and Awareness:
- Develop and deliver global training programs to enhance organizational awareness of HR policies, procedures, and best practices, considering cultural differences.
- Collaborate with regional teams to implement preventive measures based on investigation findings.
Collaboration:
- Work closely with the HR team, legal counsel, and other relevant stakeholders to ensure a cohesive and consistent approach to HR matters worldwide.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field. Master’s degree preferred.
- A CIPD qualification would be desirable but not mandatory.
- Extensive experience in conducting HR investigations in a wider iNGO context, with a deep understanding of multi-regional employment laws and regulations.
- Strong cross-cultural communication and interpersonal skills.
- Excellent written and verbal communication skills in English; proficiency in additional languages is an asset.
- Ability to maintain strict confidentiality and handle sensitive information with discretion.
- Certification in HR or relevant field is a plus.
Experience & Skills:
- Minimum 3 years of senior HR experience in HR investigating and consulting, preferably in the NGO sector.
- Over all 7 years of HR experience in development sector.
- Proficient in Arabic (speaking reading writing).
- Demonstrate a high level of cross-cultural sensitivity and understanding, adapting investigation approaches to different cultural contexts.
- Proficient in Arabic language and cultures in order to steer the investigation to completion within reasonable time frames, to ensure value for money.
- Navigate diverse legal frameworks and cultural nuances when conducting investigations.
