In this role, you’ll ensure strong partnerships, manage impactful and time-sensitive contracts, and work closely with teams in Medicaid and Behavioral Health programs. HCA, through the direction of 43.356 RCW and the HCA Tribal Consultation and Communication policy, partners directly with Tribal governments in a government-to-government manner.About the position: The Tribal Affairs Contracts Portfolio Manager oversees an extensive contracting portfolio, managing government-to-government agreements with Tribal nations, including Tribal Nation Agreements, Medicaid Administrative Claiming, and other health-related contracts. This role ensures compliance with government-to-government standards, working closely with Tribal entities, Indian Health Care Providers, urban Indian health programs, and Tribal consortia. The Portfolio Manager collaborates with Medicaid, Behavioral Health, policy, finance, and legal divisions to manage these complex contracts and ensure responsible use of state and federal funds. Leading a multidisciplinary team, this position requires strong organizational and communication skills to coordinate and execute high-impact, time-sensitive contracts.This position is eligible to telework but is occasionally required to report on-site to meet business need (Olympia, WA). The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.DutiesSome of what you will do:

  • Plans, leads, and strategically manages OTA’s enterprise contracting by tracking all contracts and procurements, ensuring agreed-upon scope, procurement methods, and timelines between OTA and HCA programs/central services (e.g., finance, legal, OCP).
  • Escalates issues and risks promptly, first to the OCP assigned contact for legal review and resolution, then to executive and senior leadership as needed, requiring sound judgment, organizational agility, and communication skills.
  • Leads and directs a multidisciplinary team related to Indian Nation contracts, working closely with OCP contracting/procurement professionals and project managers in accordance with HCA procurement, contracting, and purchasing policies and procedures.
  • Develops a method to track and monitor OTA’s contracting portfolio, leveraging data from OCP via PowerBI and other systems, and collaborates with HCA portfolio management resources (e.g., Planning and Performance Division).
  • Adheres to HCA’s data governance processes, policies, and procedures, representing OTA at the HCA Data Utilization Committee (DUC) and other applicable governance forums.
  • Actively participates in cross-divisional forums to stay updated on changes within the Medicaid program (e.g., Delivery Systems Operations Committee).
  • Coordinates and facilitates multi-divisional meetings on Tribal Nation Agreements for planning and compliance, ensuring meetings are well-organized, include agendas, and have clear outcomes and deliverables tracked across the agency.
  • Actively monitors, manages, and improves the Tribal Nation Agreement by coordinating multi-divisional workgroups focused on ongoing improvement.
  • Works with the Division of Audit, Integrity, and Oversight (DAIO) subrecipient monitoring team and the Finance Division to ensure OTA’s contracts meet fiscal requirements for expenditure and invoicing.
  • Serves as a key liaison to HCA’s shared services divisions for OTA contract and procurement administration.
  • Manages OTA policies and procedures, communicating with Tribes and HCA divisions/programs according to HCA’s administrative policies and procedure development processes.
  • Provides expert technical assistance and regular communication with Tribal Nations and other statewide project contractors.
  • Analyzes bills and legislation related to contracts and procurement, informing the Tribal Affairs Deputy of potential benefits or challenges from proposed changes.

QualificationsRequired qualifications:Qualifying candidates will meet one of the following criteria options:Option 1:Master’s degree or higher in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely related field and four (4) years of the required experience belowOption 2:Bachelor’s degree in a closely related field, and five (5) years of the required experience belowNote: A master’s degree in one of the above academic disciplines may be substituted for one (1) year of experience.Option 3:Nine (9) years of the required experience belowThe required experience includes the following:

  • Managing large volumes of contracts or grants within a governmental setting (or similar experience).
  • Two years of experience working with tribal entities.

Preferred qualifications:

  • Experienced in project management and skilled in process improvement, including Lean Six Sigma.
  • Holds a law degree from an accredited college or university
  • Demonstrated ability to problem-solve, prioritize workloads, meet deadlines, and make strategic, independent decisions.
  • Consistently meets commitments, works independently, accepts accountability, and remains focused under pressure.
  • Interacts with others in an honest and straightforward manner, maintaining confidentiality and upholding agency values.
