Provides analytical inputs to elaboration and implementation of operational strategies related to physical infrastructure projects.
Conducts and supervises procurement processes for physical infrastructure projects.
Supervises contract management related to physical infrastructure projects.
Ensures implementation of sourcing strategy and e-procurement tools.
Ensures facilitation of knowledge building, knowledge sharing and capacity development to national counterparts.
1. Provides analytical inputs to elaboration and implementation of operational strategies related to physical infrastructure projects:
Full compliance of procurement activities with UN/UNDP applicable rules, regulations, policies and strategies; implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system.
Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of procurement processes.
2. Conducts and supervises procurement processes for physical infrastructure projects focusing on achievement of the following results:Analysis of information in coordination with technical teams, preparation of procurement plans for the projects and monitoring of their implementation.
Implementation of proper monitoring and control of procurement processes, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
Elaboration and issuance of solicitation documents; review and publication of clarifications to bidders; bid receipt and bid opening; coordination of bid evaluation and preparation of evaluation reports; contract award and negotiations; elaboration of contractual forms.
Preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP), if required.
Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Follow up on timely corrective actions.
Elaboration and implementation of proposals to achieve excellence in the procurement service provision.
3. Supervises contract management related to physical infrastructure projects focusing on achievement of the following results:Implementation of proper contract management tools to ensure effective monitoring of contract execution and disbursement of payments, safe-keeping and execution of performance bonds and securities, contractor assessment.
Coordination with project staff from the UN agency providing technical assistance, to supervise and monitor payment requests and conflict resolution during contracts execution.
4. Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
Implementation of e-procurement module
5. Ensures facilitation of knowledge building, knowledge sharing and capacity development to national counterparts focusing on achievement of the following results:Organization of training for the operations/projects staff as well as potential suppliers (private sector) on Procurement.
Design and implementation of a Capacity Development programme on procurement, best practices and strategic sourcing and planning.
Participates in global networks.
