IntroductionThe Parliamentary Maintenance Services Team (PMST) is a team of approximately 144 directly employed House staff plus a variety of contractors, many of them site based. This team maintains the Parliamentary Estate (Commons & Lords) buildings, engineering systems and furnishings in order to ensure a fully functioning, safe working environment for the many thousands of people for who work in and visit Parliament and ensure the buildings are equipped for the demands of the 21st century.Consisting of buildings that range from the historic Palace of Westminster to the modern Portcullis House, the estate is located within a UNESCO World Heritage site and spans four conservation areas with plans being developed for a significant restoration programme.PMST enable the key functions of Parliament to take place, working directly with other teams to support the important work of both Houses, including Security; Digital; Safety; Catering; Service Delivery and Strategic Estates.The RoleThe post will lead a small contract management team to provide professional contract management support to PMST for contracts with an annual value in excess of £6m p.a.Key duties will be to ensure all PMST contracts operate in compliance with both PMST specifications, PPCS procurement or NEC 3/4 contract management administration requirements at all timeThe postholder will be Responsible for developing specifications and procurement of key Parliamentary Estate wide Mechanical & Electrical, Building Fabric, Fire including the application of all mandatory, statutory and health and safety requirements relevant to the work.Some of the responsibilities for this role include:

  • Commercial management of service contracts at tender, mobilisation, operation and conclusion stages, including:
  • Managing benefits definition, realisation and assessment with regards to outsourced maintenance strategy including developing proposals to ensure best value is obtained at all times.
  • Identifying and preparing technical and commercial specifications to enable tender and procurement of specialist maintenance contracts across the Parliamentary Estate such as: Mechanical & Electrical; Building Fabric; and Fire contracts to the value of approx. £6m p.a.
  • Review and analyse tender proposals and make recommendations where appropriate.
  • Agreeing forms of contract & procurement process, selecting & evaluating tender submissions, managing the start-up process for new contractors.

Skills and ExperienceTo be successful in this role you will demonstrate:

  • Degree (or minimum equivalent NVQ L5) in Facilities Management or related subject, i.e. Construction/Commercial Management; Quantity Surveying
  • Experience of successfully procuring and managing outsourced contracts in an FM environment ensuring they are compliant with required specifications.
  • Engages with and understands customer requirements and uses these to develop technical solutions or interventions to improve performance and achieve strategic organisational outcomes
