To mobilize the CRA and RRAP through the local stakeholders and organize support for the technical design and implementation of the infrastructures. Build coordination and collaboration with relevant government departments, particularly LGED and BWDB, for medium—to large-scale DRR infrastructure planning and implementation.
Under the overall guidance and supervision of the Programme Policy Officer and Lead, Resilience Innovation CO, the Asset Creation Expert will be responsible for the following duties:
- Develop functional relationships with central government departments to present WFP’s expertise and technical capability as a complement to Government DRR activities.
- Support in preparing DRR Concept Note to integrate the DRR component within IRM approaches of resilience Innovation.
- Support the Upazila Project Implementation Officer-DDM, Upazila Engineer-LGED, and CP staff in organizing CRA and preparing RRAP.
- Assist the officials above with field assessment, design preparation, and estimation of the infrastructure schemes.
- Conduct field and review designs and drawings estimation of the RRAP (DRR) schemes and their finalization.
- Prepare construction contract documentation and reporting formats for the stakeholders.
- Ensure that the construction project abides by relevant national guidelines and rate schedules for the design and estimation of the schemes.
- Ensure an environmental impact assessment (EIA) before commencing physical works and confirm that measures are in place to mitigate negative impacts from the proposed schemes.
- Organize regular monitoring and supervision of the scheme construction works.
- Guide the respective government and CP staff on technical details of the various project elements, considering ease of implementation, cost, time, and impact on other project elements.
- Complete all necessary measurements and control the project’s quality. Perform regular quality assurance/quality control checks.
- Review reports, design estimations, and drawings from CP, the PIO, or the LGED upazila Office and provide timely feedback.
- Prepare the work plan for the activities and monitor the work progress regularly.
- Liaise with project stakeholders.
- Ensure that all contractual controls (bonds, guarantees, securities, insurances) are implemented in Contracts / Agreements using standard forms and from approved financial institutions.
- Aid in the preparation of financial reporting and payment processing as required.
- Support the WFP communication team to ensure due communication of scheme impacts to the donors and government authorities.
- Prepared/reviewed handover documentation, including as-built drawings, material reports, and manuals; ensured proper project closure.
Other tasks as assigned by the Lead-Resilience Innovation CO.
EDUCATION: Civil Engineer or Bachelor’s in DRR Community Planning, and or Infrastructure Design, or other related fields.
WORK EXPERIENCE: Minimum 5 years of relevant experience including 3 year of professional working experience in the relevant field.
LANGUAGE: Fluent in both oral and written communication skills in English and Bangla.
