Established in 1951, IOM is a related organization of the United Nations, and as the leading UN agency in the field of migration, IOM works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance, and Resettlement and Voluntary Returns.
IOM’s DCR programme include in preparedness and prevention as well as in emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterpart including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies.
Under the overall supervision of Programme Coordinator and direct supervision of National Programme Officer, the Senior Project Associate will support national advocacy efforts, particularly within disaster management and emergency response. This role involves collaborating with government agencies, local NGOs, and other partners to promote effective disaster response strategies, enhance understanding of the cluster system, and strengthen partnerships within the sector.
Responsibilities
Responsibilities and Accountabilities
- In coordination with the National Programme Officer and the overall supervision of the Programme Coordinator, support the implementation of all components of humanitarian assistance operations, particularly advocacy activities, in Aceh and other assigned projects in line with the approved workplans and budgets;
- Assist with humanitarian assistance operations components such as government coordination, advocacy, community engagement, quick deployment, technical support to government and partners.
- Under the supervision of the National Programme Officer (DCR) and in coordination with the Partnership Unit, maintain partnership with local government in Aceh province and other local partners;
- Support the field team in Aceh by providing technical assistance for engagement with local authorities, maintaining networks and strengthening coordination and communication with both government and non-government actors.
- Identify and report any challenges or risks to the beneficiaries, staff or partners, and promptly escalate these issues to supervisor;
- Adhere to IOM data protection principles and data protection policy at field level;
- Support the team to collect and maintain relevant information to contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets, internal reports and other form of monitoring tools in accordance with program needs;
- Provide timely inputs as requested to National Programme Officer or the Programme Coordinator in the development and dissemination of lessons learned and best practices of the project;
- In coordination with finance and procurement departments and working closely with the Administrative Assistant, verify that all administrative procedures are carried out timely and according to IOM standards;
- Support the coordination and logistics preparations for field visit in Aceh or other project locations by donor or government delegations as requested;
- In coordination with the National Programme Officer and with the support of the Project Assistant, participate in local coordination meetings;
- Perform any other duties as required.
Qualifications
Required Qualifications and Experience
EDUCATION
- University Degree in social work, gender, development studies, international relations or other related fields with four years of experience in related field; or,
- Completed High School degree from an accredited academic institution, with at least six years of relevant working experience.
EXPERIENCE
- Experience supporting humanitarian or development programmes, preferably programmes targeting populations on the move;
- Experience in protection mainstreaming in humanitarian response, training on related subjects;
- Experience with government coordination and advocacy, preferably in Aceh Province;
- Familiarity with stakeholder in Aceh province.
SKILLS
- Good understanding of refugee issue and preferably involvement in advocacy or response in the past;
- Strong understanding of the role of International Organizations in government cooperation and advocacy;
- Excellent interpersonal skills;
- Good communication skills;
- Respect for diversity;
- Excellent organizational skills;
- Ability to meet deadlines and work under pressure.
Languages
- IOM’s official languages are English, French, and Spanish.
- For this position, fluency in English and Bahasa Indonesia is required (oral and written).
