Are you looking for a role that will challenge you? Our Chalk River location is looking for a Program Manager, Electro-Mechanical Equipment Development (EMED) to support our Science and Technology, Business Management Office. You will be responsible for the management and oversight of the entire scope of work across the Division’s portfolio, as assigned by the Division Director (DD) , including but not limited to, projects under the Federal Nuclear S&T Program, the Laboratory Directed S&T Program, and Commercial work.   • In partnership with line management, program contributors, and Business Development, develops proposals and work plans that address government sponsor needs.
  • Negotiates scope, schedule, cost and performance requirements, with the sponsor and CNL line (execution) organizations.
  • In partnership with line management, oversee the execution of funded program elements and ensure that deliverables meet customer requirements and address priorities. Fulfills sponsor reporting requirements.
  • Works with other S&T Organization Division Directors and Program Managers to integrate overall CNL goals and strategies into a cohesive plan of work.
  • Works closely with internal CNL organizations to ensure resourcing (staff and facility) needs are identified and mission ready for program execution.
  • Uses independent judgment and coordinates with Project Leads and Technical Leads to identify potential program and project risks, develop risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the assigned programs.
  • Ensures that safety, security, and environmental issues are being managed before accepting work as well as during program execution.
  • Solicits, encourages, and collaborates with the team to develop new and innovative technical solutions for programs under your purview.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Position requires a Bachelor’s Degree in Science or Engineering from an accredited institution. An advanced degree is preferred.
  • A PMP certificate from the Project Management Institute (PMI), required and a PMP certificate from PMI preferred.
  • Experience
  • 12 years of directly related project management and technical experience in chemical engineering processes (preferably related to hydrogen isotopes), materials testing, components monitoring, and deployment of science and technology services; or, an equivalent combination of education and experience directly related to the occupation
  • Knowledge, Skills & Abilities
  • Technical Aptitude: Experience with and knowledge of nuclear tools, techniques, and procedures. Demonstrated ability to absorb information and become knowledgeable in unfamiliar technical areas and environments. Strong technical, financial, and human management skills.
  • Leadership: Demonstrated ability to successfully manage a program and provide direction to a project team without direct line management. Demonstrated ability to work with and be knowledgeable of CNL and the Canadian Federal stakeholders with an interest in innovative nuclear technologies.
  • Communication: Excellent oral and written communication and presentation skills. Demonstrated experience interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.
  • Collaboration: Demonstrated experience developing and nurturing effective internal and/or external customer relationships.
  • Excellent negotiating skills.
  • General knowledge of the Federal Nuclear S&T Program and the Laboratory Directed S&T Program.
  • General knowledge of commercial nuclear technologies.
  • Demonstrated experience working with Canadian Government programs.
  • Demonstrated experience in leading the execution of R&D Projects, resource planning and allocation, risk management, EVMS performance, cost and schedule management, and strategic planning.
  • Security Clearance Eligibility Required
  • Reliability Status which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
