- Ensure E&L standards, tools, and capability are in place and embedded across countries to generate, communicate and use evidence
- Support the Movement to produce insights and learning to inform and elevate programme quality, influencing and thought leadership
- Lead on global standards and research/evaluation agenda in line with global strategy

Role purposeLeads the strategic development and implementation of the Ethics and Evidence Generation policies and procedures across the Save the Children global movement, ensuring cross-sectoral support for the ethical oversight of all evidence generation activities. Represents Save the Children among public and private donors, universities, policymakers, and other implementing partners, to advance and expand our capacity for ethical evidence that reflects the Agency’s impact for children and to ensure that Save the Children is an established leader in these areas. Additionally, the Global Head liaises with other cross-cutting functions such as Child Safeguarding, Risk Management, Business and Technology Solutions, and Gender Equality and Social Inclusion to facilitate engagement and synergy to meet the strategic imperatives of the Agency.Principal AccountabilitiesEthical Evidence Strategy, Policy and Procedures
- Work collaboratively with leadership and relevant stakeholders throughout the Save the Children global movement to develop/ update, implement, and facilitate oversight of the global Ethics and Evidence Generation policy and procedures.
- Lead a team of full time Ethics and Evidence Generation staff and lead and facilitate the 35+ person Ethics Review Committee and ensure smooth operations of all ethics review related workflows
- Serve as the Human Protections Administrator for Save the Children US’s Federal wide Assurance (FWA), and assure that the FWA is maintained and updated as required
- Serve as the final authority on ethical approvals and modifications to existing approvals and renewals.
- Oversee and manage agency systems relating to the Ethical Evidence Generation function effectively and efficiently, including the OneNet webpage and various resource libraries, dashboards, and databases.
Capacity Building and Training
- Develop and oversee a strategic framework including measurable objectives to increase capacity for ethical evidence generation movement-wide.
- Lead ongoing assessment of capacity and quality of protocols submitted in each region to determine the level of support needed in country, regional, and member offices for ethical evidence generation.
- Oversee, develop, and deliver ethical evidence generation training content, materials, and guidance that is relevant to the staff and contexts where Save the Children works.
- Serve as a consultant on challenging ethical issues that arise in the context of ethical evidence generation.
- Manage and track progress against the achievement of the strategic objectives for capacity for ethical evidence generation.

- Work closely with member MEAL and Research teams, and any other staff involved in commissioning or carrying out studies
- Risk, Legal, Data Protection and Safeguarding team to ensure alignment and referral in relation to risks identified in ethical conduct of research
External
- Engage with external Principal Investigators in studies, such as academic partners and consultants in reviewing study protocols
- Local partner staff involved in commissioning or carrying out studies funded via or partnering with Save the Children
Experience and SkillsEssential * Extensive research administrative and ethics experience
- Extensive experience of oversight of human subject research, quantitative, qualitative; and mixed methods
- Familiarity with research, evaluation and monitoring in and low-resource settings, international settings and conflict zones as well as research in emergent humanitarian settings, and associated ethical issues
- Working understanding of the Common Rule (§45 CFR 46) and other relevant global ethical standards and frameworks and their application to organisations
- Experience serving as an ethics reviewer in an NGO setting
- A high degree of professionalism, demonstrated attention to detail, and excellent written and verbal communication skills; and,
- Strong technology literacy, including familiarity with Microsoft Office applications.
- Experience in rural education
- Experience in research with children and/or child safeguarding
- Data analytics and visualization experience
Desirable * Experience working in a large NGO preferred
- Fluency in Arabic, French, or Spanish highly desired
Education and QualificationsEssential
- Masters level qualification in a relevant field with a research component
- Postholder must hold a relative qualification/ license relating to ethics, if required in country of employment

- PhD level qualification in a relevant field with a research component
