Context
This UNV assignment is part of Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism (GPML), Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) United Nations Office on Drugs and Crime (UNODC) based in Vienna, Austria. The incumbent will work under the direct supervision of the AML/CFT adviser as first reporting officer, and the Chief of the Global Programme against Money Laundering (GPML), who will be the second reporting officer.
GPML is one of the most experienced global providers of anti-money-laundering (AML) training and technical assistance and since September 2001, counter-financing of terrorism (CFT) training and technical assistance. GPML is specifically mandated by UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988), United Nations General Assembly Special Session Political Declaration and Action Plan against Money Laundering (1988), International Convention for the Suppression of the Financing of Terrorism (1999), UN Convention against Transnational Organized Crime (2000), UN Convention against Corruption (2003) and UN General Assembly Resolutions 66/181 (2011) and 66/177 (2011) to deliver technical assistance to Member States to strengthen capacity to combat ML/TF in accordance with these UN instruments and international standards. Under these mandates, GPML provides legal, policy, institutional and operational assistance to Member States’ competent authorities to help them break the economic power of transnational criminal networks through closing money laundering channels, investigating financial crimes, and depriving criminals of the proceeds of illicit activities.
This UNV will assist and facilitate the implementation of GPML globally, including in Latin America and the Caribbean. The UNV will support and work closely with GPML regional mentors, and Programme partners throughout, as well as international bodies, private sector and national / regional authorities, as appropriate. The expected result of the UNV assignment is a strengthened capacity of competent authorities to identify, disrupt, reduce and halt financial crime in target countries, as well as to strengthen the target countries’ compliance with the FATF Recommendations (https://www.fatf-gafi.org/en/publications/Fatfrecommendations/Fatf-recommendations.html).

Task description
Within the delegated authority and under the supervision of the Programme Officer (Anti-Money Laundering/Law Enforcement Adviser) or his/her designated mandated representative(s), the UN Volunteer Programme Assistant will:
- Support the preparation, organization, implementation and follow-up of GPML AML/CFT training courses, mentoring activities and events;
- Undertake research work in the field of illicit financial flows, money laundering, terrorist financing, and other relevant topics, as required;
- Collate and analyze information on ongoing activities and provide to the GPML for reporting to donors and project partners on the progress of GPML’s efforts in delivering technical assistance on AML/CFT;
- Support the GPML with the procurement of goods and services (including consultants) – reach out to vendors, request and compile offers, draft and prepare for review and approval comparative tables, etc.
- Provide secretarial, administrative and logistics support to GPML meetings, trainings, workshops.
- Assist the GPML team with travel requests for meeting participants and consultants – prepare and submit for review travel plans, reports, security clearances, etc.
- Monitor the expenditures and utilization of funds in the assigned areas of responsibility (follow up with relevant colleagues on outstanding commitments, liabilities, etc.).
- Draft parts of/or contribute to the preparation of technical documents, project proposals, budget documents, policy and strategy papers, presentations, briefing notes, status reports, draft research as required, for review and finalization by senior staff
- Review, record, distribute and/or process mail and other documents, follow-up on impending actions.
- Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
- Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
- Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
As an active UNODC GPML team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNODC GPML and its beneficiaries in the accomplishment of her/his functions, including:
- Successful implementation of GPML workshops, training, meetings;
- Inputs are delivered related to research and the development of technical assistance tools and projects in AML/CFT area;
- Procurement processes are successfully initiated and/or finalized in a professional and timely manner.
- Effectivedelivery of a wide range of administrative and office support functions under moderate supervision.
- Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
- A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
Skills and experience
- At least 3 years of professional work experience in a field of programme/project assistance is required.
- Excellent oral and written skills; excellent drafting, formulation, reporting skills;
- Accuracy and professionalism in document production and editing;
- Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
- Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
- Solid experience with standard IT software/applications (MS Word, Excel etc.) is required.
- Accuracy and professionalism in document production are required.
- Work experience with the United Nations System or similar international organization is desirable.
