GPTech is seeking a Construction Manager to support the Department of State (DOS) Engineering Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. The objective of these contracts is to obtain the full range of engineering and administrative expertise necessary to assist and support the DOS Office of Construction Management (CM) build and renovate diplomatic facilities abroad. The Construction Manager will work closely with the Project Director (PD) of the DOS Bureau of Overseas Buildings Operations (OBO) Construction Management Construction Executive in providing leadership and guidance to the OBO project staff. This position will be located in the given task order location.Responsibilities:

  • Ensure that an appropriate safety and accident prevention plan is implemented on each project contract.
  • Review, monitor, and coordinate project safety issues with the OBO project contractor(s), the Post Occupational Safety and Health Officer (POSHO), and the OBO CM Construction Support Division Safety Officer (OBO/CFSM/CS), in accordance with the U.S. Army Corps of Engineers’ Safety and Health Requirements Manual and host country’s health and safety requirements when more stringent.
  • Assist and/or manage the work of the OBO CM project contractor(s) in planning, coordinating, evaluating, and scheduling the work to ensure that Project Contractor(s) meet required standards of quality, civil schedule, cost goals, and contract compliance.
  • Interpret and explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO while ensuring all involved personnel understand that the Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications.
  • Ensure that the project contractor(s) have obtained all necessary licenses and permits and properly display associated documentation with a copy in the project files prior to commencement of related work.
  • Ensure project contractors provide appropriate supervision and quality control inspections of their work.
  • Stay abreast on the International Building Code and job specifications to determine appropriate construction methods.
  • Provide quality assurance inspections and field verification of all aspects of the project contractor’s quality control program.
  • Supervise owner-sponsored field/laboratory tests as required to verify the contractor’s quality control program.
  • Confer with supervisory personnel, Post clients, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Receive contractor submittals, review for completeness, and determine whether OBO project staff, OBO design engineer, or the project architectural/engineering (A/E) firm should review and provide comments and recommendations for acceptance of the submittals. The CM tracks the timeliness of submittals due from the contractor, their review by OBO, and response/return to the contractor.
  • Evaluate contractor’s proposed submittal substitutions with construction engineering implications and makes recommendations to the PD concerning the disposition of the contractor’s request.
  • Evaluate the necessity and accuracy of any contractor change order proposals and prepare statements of work and independent government estimates.
  • Review and evaluate design calculations and data provided by the contractor(s) from a construction engineering perspective.
  • Ensure that the project contractors maintain as-built documentation.
  • Provide the PD with draft responses to the contractor’s and other organization’s requests for information.
  • Review the contractor’s monthly pay request to ensure it accurately represents the work performed.
  • Ensure that materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly.
  • Maintain a daily project log, as defined in the Construction Management Guidebook.
  • Prepare a CM monthly progress report summarizing the status of construction projects; publish and distribute the CM monthly reports as directed, maintaining progress photo albums for each contract project; and implement and monitor project reporting in accordance with the Construction Management Guidebook.
  • Assist the PD and/or POSHO in acquiring and utilizing local construction professionals and construction contractors, ensuring scopes of services required of Local Employee Staff (LES) and local A/E firms are appropriately defined from an engineering standpoint.
  • Support the PD in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements.
  • Develop and maintain an inventory of property to include domestic and overseas project property procured for the OBO CM projects, ensuring that inventory reporting complies with the requirements of the Department, the Foreign Affairs Manual, and directions promulgated by the Office of the Deputy Director for Resource Management (OBO/RM).
  • Assist with the development of presentations, special reports, and special projects related to the engineering aspects of the overseas construction program.
  • Participate in project meetings and conferences as appropriate, and prepare meeting minutes.
  • Cooperate and coordinate with the Contracting Officer Representative (COR) and other members of the CM and OBO staff.
  • Undertake other duties, similar to those described above, as may be assigned by the COR.

Qualifications:

  • Bachelor’s degree in construction management from an accredited university in the United States and a minimum of 7 years’ experience on construction projects of similar scope and value to the project supported by this Task Order
  • Bachelor’s degree in mechanical engineering, electrical engineering, architecture, or civil engineering degrees along with demonstrated experience in construction management will also be considered
  • Knowledge of international codes
  • Experience working with multilateral or bilateral donors, such as U.S. Agency for International Development, World Bank, Millennium Challenge Corporation, and the U.S. Trade and Development Agency
  • Experience providing quality assurance for ongoing constructions projects
  • Experience in assessing and responding to requests for information
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word
  • Knowledge of construction safety regulations, e.g., EM 385-1-1, OSHA
  • Ability to obtain and retain a Top Secret security clearance
  • Willingness to travel worldwide
  • Professional Engineering registration is preferred
  • Overseas experience preferred
  • Ability to provide either proof of COVID-19 vaccination or obtain an approved reasonable accommodation for exemption upon employment or December 8, 2021, whichever is later, in accordance with GPTech policy
